Minutes for the January 22, 2008 Meeting
Attendance: Greg Deeds, Gary Hawley, Shirley Mull, Don Morris, Tom Gustin, David
Grund, John Haines, Samantha Ward. Absent: Jim Walker, and Craig Boyer.
At 8:12 A.M. the meeting was called to order by Greg Deeds. Greg Deeds
introduced and welcomed Tom Gustin and Don Morris to the board. Mr. Gustin will
be taking the place of Lance Gallahan, and Don Morris will be taking the place
of Dale Wortinger.
The minutes of the December 17, 2007 meeting were read. Tom Gustin motioned to
approve the minutes as is; Shirley Mull seconded, motion passed.
The January 2008 financial statement was presented. John explained the items to
the board. We received payment from the 2007 tax collection. The loan from
American Trust was paid off. We renewed the Bulk Mail Permit for mailing the
calendar flyers. Tom Gustin motioned to approve the financial statement as is,
Shirley Mull seconded, motion passed. Presented a new report from the accountant
for the board. This will show current bills paid, as well as Year-to-Date totals
for each company or individual. The new report will be added to the finance
report at future meetings.
Held election of officers for the board. Gary Hawley nominated Greg Deeds for
Chairman, Shirley Mull seconded; and Shirley Mull nominated Gary Hawley for
Vice-Chairman, Don Morris seconded. Both were voted in to the positions
unanimously. Gary Hawley motioned, Don Morris seconded to appoint Samantha Ward
as Secretary, motion passed.
John presented various contracts that were up for renewal. WARU Radio presented
three different yearly advertising plans for the district. Tom Gustin motioned
to accept plan C, which will cost $425 per month, Gary Hawley seconded, motion
passed.
Beautification Day bids were solicited in early January. We requested bids from
the area waste removal companies (Apex, Wabash Valley, Waste Management, and
XXXXXX from Marion). Apex was the only company to respond with a bid. The bid
was for $315 per dumpster with an additional 10% fuel surcharge and a fee of
$37.00 per ton over the 6 ton per container limit. Some containers were being
filled over capacity last year. Tom Gustin motioned to table the matter until
next meeting in case any of the other companies were still putting bids
together, Shirley Mull seconded, motion passed.
Bids for printing the 2008 Events Calendar were solicited in early January. We
received three bids for a quantity of 15,000 calendars printed on both sides,
trifolded, tabbed for mailing, and delivered to our office. Bids received were
as follows:
Peru Tribune: $1153.50
Milliner Printing: $1275.00
Modern Graphics: $1230.92
Gary Hawley motioned to award the contract to the Peru Tribune, Don Morris
seconded, motion passed.
Gary Hawley reported that he discussed with the Treasurer some problems with the
Manatron program adding the late fee to the entire tax bill. It was asked if
changing to a percentage fee would work better. The board said no that it would
not work as well. John and Samantha will put together information about the
possibility of our office going back to sending the Solid Waste Bills separately
from our office for next month’s meeting.
Gary Hawley motioned to adjourn 9:12 AM, Shirley Mull seconded, motion passed.
