Minutes for the September 17, 2007 Meeting

Attendance: Greg Deeds, Craig Boyer, Shirley Mull, Gary Hawley, Lance Gallahan, David Grund, John Haines, Samantha Ward. Absent: Jim Walker and Dale Wortinger.

At 8:08 A.M. the meeting was called to order by Greg Deeds.

The minutes of the August 20, 2007 meeting were read. Gary Hawley motioned to approve the minutes as is; Craig Boyer seconded, motion passed.

The September 2007 financial statement was presented. John will cash in the CD when it matures. The date for maturation is September 24, 2007. We will not have to take the early withdrawal penalty. The bill for the Apex Company was lower than expected due to rainy weather on Beautification Day. There were five donations of $300.00 each for the volunteer groups that helped at each site.

Presented the 2008 Budget for final approval. The total for employee raises was submitted as 4%. The county employees received a 3% increase. The budget was changed to reflect a 3% raise for the Solid Waste employees. Gary Hawley motioned to approve the budget with the changes to employee wages, Craig Boyer seconded, motion passed 3-1. Gary Hawley motioned to allow the chairman to sign all documents on behalf of the board, Craig Boyer seconded. After checking Form 4, it was found that all board members need to sign the budget forms. Motion died.

Ag Day 2007 was held on Friday September 7. We gave a total of 17 presentations for the county school’s fourth grade classes. The students were enthusiastic and enjoyed the program. In mid-August, we presented a recycling program for the retired railroad workers. The group was very receptive and enjoyed the program.

Presented questions for the board regarding illegal dumps. Our office received a call about two or three loads of concrete that had been dumped in the ditch. Our contractor has no means to pick up this type of debris. The county highway department does have the means to pick the concrete up. We asked the board who was responsible to clean the site. The highway department is able to crush the concrete and use it for filler on road repairs. The county highway department was contacted, and they cleaned up the dump site.

It was reported that the taxes might be able to be sent out by the first of November. Our office will have to borrow money to be able to continue to operate until the tax money comes in. Craig Boyer motioned to have John start contacting banks to work with them on a loan of approximately $50,000 for 60-90 days, Gary Hawley seconded, motion passed.

Craig Boyer motioned to adjourn 8:39 AM, Gary Hawley seconded, motion passed.
