County Council Meeting Minutes

Council President Ralph Duckwall called the meeting to order and led those in attendance in prayer and the reciting of the pledge to the flag.

COMMUNCIATIONS AND ANNOUNCEMENTS
None

MINUTES
Councilman Hunt moved to approve the October minutes. The motion was 2nd by Councilman McAuliffe and passed 7-0.

APPROPRIATIONS OR TRANSFERS
The Auditor brought a list of dormant funds and requested that those be closed out and put into the Rainy Day Fund. The amount is $117,466.43. Councilman Wiles made a motion to allow and Councilwoman Mull 2nd the motion. Motion passed 7-0.

In checking the budget numbers, the Auditor found an error in the Sheriff’s budget. One of the salaries was shorted $4,051. Councilwoman Mull made a motion to correct the error and add $4,051 to the Sheriff’s budget. Councilman Kendall 2nd the motion and it passed 7-0.

ITEMS FOR COUNCIL ACTION
HEALTH DEPARTMENT LOAN
In 2007 the Health Department funds were low due to late collections and they asked the Council if they could move some money from their maintenance fund (which can be used for any Health Department need) and was granted permission to move $30,000. The Council said it was to be repaid at that time. Councilman Donaldson made a motion to forgive the loan and Councilman Wiles 2nd the motion. Motion passed 7-0.

REQUEST FOR AUDIENCE
Commissioner Greg Deeds informed the Council that they have had discussions regarding money in their budget for Animal Control being transferred to helping the new animal shelter. Sandy Chittum from the Chamber of Commerce is trying to purchase land with a building to house a new animal shelter and the Commissioners are studying the opportunity to incorporate Animal Control with the new shelter. Council President Duckwall thanked the Board for the update.

PUBLIC COMMENT
President Duckwall, on behalf of the Miami County Council, expressed condolences to the family of Thelma Metzger who passed away this week. Thelma worked for the Courthouse for 37 years

A motion to adjourn was made by Councilman McAuliffe. The motion was 2nd by Councilwoman Mull and passed 7-0.
