Council President Ralph Duckwall called the 2010 Budget Hearing to order.
Councilman Wiles led those in attendance in prayer. President Council Duckwall
led the reciting of the pledge to the flag.
MINUTES
Councilman McAuliffe moved to approve Day 1 of the Budget Hearing, held on July
28, 2009, minutes. The motion was 2nd by Councilwoman Mull and passed 6-0.
Councilman Hunt moved to approve Day 2 of the Budget Hearing, held on July 29,
2009 minutes. The motion was 2nd by Councilman McAuliffe and passed 6-0.
ADOPTION OF 2010 RATES FOR ELECTION BOARDS AND ELECTION WORKERS
Councilwoman Mull moved to approve the 2010 Rates for Election Boards and
Election Workers. The motion was 2nd by Councilman Wiles and passed 6-0.
ADOPTION OF 2010 SALARY ORDINANCE
Councilwoman Mull moved to approve the 2010 Salary Ordinance. The motion was 2nd
by Councilman Wiles and passed 6-0.
ADOPTION OF 2010 BUDGET ORDINANCE
Councilman Donaldson made a motion to amend the Commissioners budget by
$7,500.00, eliminating the 2-1-1 donation. Councilman Donaldson noted that he
did not feel like 2-1-1 was a good use of county tax dollars. Donaldson also
feels that when the Council is trying to take steps to tighten the county
budget, any dollars that are not justified, need to be cut. Councilman Wiles
questioned if there were additional funds being contributed to the 2-1-1 and
where they are coming from. Councilwoman Mull noted that based on what she has
heard the program is beneficial to the community and has been utilized. The
motion was 2nd by Councilman Hunt. Motion not carried 2-4.
Councilman Wiles made a motion to reduce the 2010 Drainage budget from $30,716
to $18,783 making the Drainage Board Secretary position part time. The motion
was 2nd by Councilwoman Mull and passed 5-0 with Councilman McAuliffe
abstaining.
President Duckwall noted to the Council that any adjustment or corrections to
the 2010 budgets due to error could be made at a later date if needed.
Councilman McAuliffe made a motion to adopt all Budgets, rates and levies as
amended on this 3rd reading. The motion was 2nd by Councilwoman Mull and passed
5-1. (Donaldson)
President Duckwall adjourned the 2010 Budget Hearing Meeting and called to order
the regular October Council meeting.
COMMUNCIATIONS AND ANNOUNCEMENTS
None
MINUTES
Councilman Hunt moved to approve the September minutes. The motion was 2nd by
Councilwoman Donaldson and passed 6-0.
APPROPRIATIONS OR TRANSFERS
None
ITEMS FOR COUNCIL ACTION
HIGHWAY DEPARTMENT
Sam Waltz, Miami County Highway Superintendent, requested a transfer of
$80,000.00 from the Motor Vehicle Phase III (Diesel Fuel Line) to Motor Vehicle
Phase II (Road Materials). Due to a decrease in fuel costs Mr. Waltz requested
that the money be used to help with road materials. Councilwoman Mull made a
motion to approve the transfer. Councilman McAuliffe 2nd the motion and it
passed 6-0.
The Council performed a non-binding review of the Town of Bunker Hill. After
review Councilwoman Mull made a motion to recommend keeping all salaries at the
2009 levels. Councilman Hunt 2nd the motion and it passed 6-0
REQUEST FOR AUDIENCE

COUNCIL DISCUSSION
Councilwoman Mull informed the Council that the new Miami County Clinic is
coming along and many patients have used the new facility and seem happy.
Councilwoman Mull stated that she sits on the board.
PUBLIC COMMENT
Council President Duckwall commented on the passing of Miami County Auditor Jane
Lilley’s father and wished to extend his sympathy to her. He also stated that he
appreciated Mary Milroy, 1st Deputy, stepping in during Jane’s absence.
Councilwoman Mull noted that the 2010 budgets are tight and will continue
through 2011 and that is why the Council is taking action now. Council President
Duckwall explained the effect that the LOIT has on our county and that he feels
as though the county will be in pretty good shape in 2011 but that the Council
still needs to be conservative in spending.
A motion to adjourn was made by Councilman McAuliffe. The motion was 2nd by
Councilman Hunt and passed 6-0.
