County Council Meeting Minutes

SEPTEMBER 15, 2009
Council President Ralph Duckwall called the meeting to order.
Council President Duckwall led those in attendance in prayer and the reciting of
the pledge to the flag.
COMMUNCIATIONS AND ANNOUNCEMENTS
None
MINUTES
Councilman Hunt moved to approve the August minutes. The motion was 2nd by
Councilwoman Mull and passed 5-0.
APPROPRIATIONS OR TRANSFERS
ITEMS FOR COUNCIL ACTION
RIVERSIDE TRAVEL TRAILERS
Jim Tidd, MCEDA, reminded the Council that this item was not passed last month
because there was not a unanimous vote which is required on first reading;
therefore it had to come back this month. The 2nd reading only requires a
majority vote. Mr. Tidd asked if there were any questions. President Duckwall
read the Ordinance for the second reading. Councilwoman Mull made a motion to
adopt and Councilman Hunt 2nd the motion. Motion passed 4-1 (Donaldson)
REDACTION FUND
Brenda Weaver, Miami County Recorder, asked the Council to appropriate $6,500.00
for the purpose of paying a contract on equipment. Councilman Hunt made a motion
to approve. Councilwoman Mull 2nd the motion and it passed 5-0.
AUDITOR
Jane Lilley, Miami County Auditor, asked permission to transfer $2,500.00 from
the (01) extra help line to the (03) travel line in her budget. Councilwoman
Mull made a motion to allow and Councilman Donaldson 2nd the motion. Motion
passed 5-0.
EXCESS LEVY RESOLUTION
The State sent notice that Counties could move money (Welfare Funds) from Excess
Levy Fund to the Rainy Day Fund. President Duckwall read the Resolution.
Councilwoman Mull made a motion to allow and Councilman Kendall 2nd the motion.
Motion passed 5-0.
REQUEST FOR AUDIENCE

COUNCIL DISCUSSION
None
PUBLIC COMMENT
Janelle Haney, LCC, passed a handout to the members of the Council that
explained some of what the LCC (Local Coordinating Council) does and how the
money is spent. The Council thanked her.
TOWN OF MACY BUDGET
The Council received a revised budget from the Town of Macy and gave their
non-binding review. The recommendation of the Miami County Council was to keep
the salaries at the 2009 level and approve the rest of the budget. Motion was
made by Councilwoman Mull and 2nd by Councilman Hunt. Motion passed 5-0.
A motion to adjourn was made by Councilman Kendall. The motion was 2nd by
Councilman Donaldson and passed 5-0.
