County Council Meeting Minutes

Council President Ralph Duckwall called the meeting to order.
Council President Ralph Duckwall led those in attendance in prayer and the
reciting of the pledge to the flag.
COMMUNCIATIONS AND ANNOUNCEMENTS
None
MINUTES
Councilman Hunt moved to approve the May minutes. The motion was 2nd by
Councilperson Mull and passed 7-0.
APPROPRIATIONS OR TRANSFERS
TOWN OF MACY
Marilyn Jackson from the Town of Macy came before the Board with a request for
$60,000 from C.E.D.I.T. money as a match for Federal Grant money to fund the new
sewer system in Macy. The Council is willing to consider the request with a
stipulation that half of the money ($30,000) be paid back. Mrs. Jackson
presented a wage survey that shows the low incomes of the residents of Macy. She
is concerned about the retired people living there and what kind of effect a
high rate would to them. Patrick Roberts, County Attorney, addressed the group
with concerns of some things that need to be done first and recommends that the
Council resolves to support the request but not actually approve the additional
appropriation request at this time. Councilwoman Mull made a motion to commit
$60,000 of C.E.D.I.T. money for the Town of Macy sewer project. The motion was
2nd by Councilman Wiles and passed 7-0
LCC COORDINATOR
Councilman Hunt spoke to the Council regarding this issue. The LCC Board had to
submit their budget to the Council in June of last year and in November the LCC
Board looked at the salary of the LCC Coordinator and decided to raise her pay
(it had not been raised in 3 or 4 years). The raise had not been approved by the
Council therefore they had to request an additional appropriation. Councilman
Wiles made a motion to approve and Councilman Hunt 2nd the motion. Motion passed
7-0.

Councilman Wiles made a motion to table this item until next month. Councilwoman
Mull 2nd the motion and it passed 7-0.
CLERK
Deborah Walker, Miami County Clerk, made a request to purchase some desk
scanners for her office out of the Clerk Perpetuation Fund and the Clerk 4-D
Fund (1/2 out of each). Councilman Kendall moved to approve and Councilman
McAuliffe 2nd the motion. Motion passed 7-0.
REQUEST FOR AUDIENCE
MCEDA
Mr. Jim Tidd of MCEDA presented a program he would like to see funded out of
C.E.D.I.T. Funds. The program if for students in 9-12 grade and helps the
students figure out what they want to do in life and what skills it will take to
get there. He said the program would serve Peru, North Miami and Maconaquah
school corporations. They will be going before the Peru Common Council with the
same presentation and asking that they pay 1/3 of the cost and the County pay
2/3 of the cost. Councilman Donaldson asked about Oak Hill School Corporation
since part of it is in Miami County. Mr. Tidd said they could probably work out
something for those students from Miami County attending Oak Hill. Councilman
Kendall asked if this is something the Guidance Counselors at the schools are
suppose to be doing and felt that the transcripts from the schools should give
the students level. Councilwoman Mull asked if this program would be a
duplication of the Vocational School. There were many questions and concerns
regarding this issue and Council President Ralph Duckwall asked Mr. Tidd if he
could set up another meeting where the program could be further discussed and
information shared. Mr. Tidd will set up another meeting to go over the program
in more detail before the next Council meeting.
MEXICO SEWER PROJECT
Shirley Lezenby from the Mexico Project came before the Board requesting to be
able to spend some of the funds granted to them by the Council on an option to
purchase land for the project. There were some misunderstandings about whether
the group wanted to purchase land with the money or not. The money would be used
to purchase an option to purchase only. The option would cost $2000 for each
property. Councilman Kendall moved to approve and Councilwoman Mull 2nd the
motion and it passed 7-0.

PUBLIC COMMENT
There was no public comment.
A motion to adjourn was made by Councilperson Mull. The motion was 2nd by
Councilman McAuliffe and passed 7-0.
