Council President Ralph Duckwall called the meeting to order.

Council President Ralph Duckwall led those in attendance in prayer and the reciting of the pledge to the flag.

COMMUNCIATIONS AND ANNOUNCEMENTS
Councilperson Mull announced that there is a mental health meeting on May 20, 2009 at 7:00 p.m. in Rochester with area 4 County Counseling Centers.

Councilman McAuliffe announced that tax bills are going out the first week in June and that the first installment will be due June 26.

MINUTES
Councilperson Mull moved to approve the April minutes. The motion was 2nd by Councilman Hunt and passed 7-0.

APPROPRIATIONS OR TRANSFERS

SUPERIOR COURT II
Judge Banina informed the council that he had $28 left in his supply budget for the rest of 2009 because of extra expenses incurred while setting up the new court. He requested that $1,500 be moved from the Petit Juror account 11609, which currently has $15,000 in it, to the supply account 21000. Judge Banina said that he has had no jury trials yet this year and has none scheduled thru July 2009 so that account 11609 should not run short.

Councilperson Mull asked Judge Banina how things were going with the new court. Judge Banina said that the three courts are communicating well and that they are catching the back log up.

Councilman Hunt moved to allow $1,500 dollars moved from 11609 to 21000. The motion was 2nd by Councilperson Mull and passed 6-1. Councilman Donaldson was against the motion.

REQUEST FOR AUDIENCE
The County Clerk represented by Sherry Payne requested 6 desk scanners so that documents can be scanned into their data base instead of these documents being back scanned. The money for the scanners would be split from Clerks Perpetuation fund and Title IV-D Incentive Fund.

Commissioner Deeds said that that IT Director John Powell had brought the information on the scanners to them on May 11, 2009. The commissioners reviewed the information and recommended that the scanners be purchased.

This appropriation will be advertised and revisited at June’s meeting.

COUNCIL DISCUSSION
Councilman Kendall brought to discussion the topic of an animal shelter for Miami County. He questioned the need of the county for one. Councilman Kendall does not believe the taxpayers will support the money needed to support a facility at this time. Also, there has been no feasibility study done.

Council President Duckwall said that it is up to the Commissioners to make the decision on what needs to be done concerning the shelter. Though, he did say that nothing has been decided at this time. Commissioner Deeds said at this time the plans and research sound affordable and favorable.

PUBLIC COMMENT
There was no public comment.


A motion to adjourn was made by Councilperson Mull. The motion was 2nd by Councilman McAuliffe and passed 7-0.
