M I N U T E S

President Duckwall called the April Council meeting to order and led the group in prayer and the Pledge of Allegiance.

MINUTES
Councilwoman Mull noted there was a spelling error in the March minutes and made a motion to accept the March minutes as amended. Councilman Wiles 2nd the motion and it passed 7-0.

ADDITIONAL APPROPRIATIONS
Rainy Day Fund – The Clerk asked for $8,725 from the Rainy Day Fund for a special election to be held for Maconaquah School Corporation. Since this was not something that had been budgeted for but has to be done and our budgets have not been certified, it is being requested out of rainy day. Councilman Hunt made a motion to approve. Councilwoman Mull 2nd the motion and it passed 7-0.

Reassessment
The County Assessor, Nancy Gates asked for an additional appropriation from the Reassessment Fund for computer equipment. New software mandates are requiring the County to purchase new hardware. Councilwoman Mull made a motion to approve and Councilman Hunt 2nd the motion. Motion passed 7-0.

C.E.D.I.T.
MCEDA came before the Council to request CEDIT money totaling $133,340 to help with the Sewer Project at Discount Tire. Councilman McAuliffe made a motion to approve. Councilwoman Mull 2nd the motion and it passed 7-0.

COUNCIL ACTION
Sheriff Ken Roland brought the revised retirement plan back to the Council. There were some terminology changes that were required by law to be changed. The revision was given to the Council Attorney last month to be reviewed and he did not find a problem with it. Councilman Wiles made a motion to approve and Councilman McAuliff 2nd the motion. Motion passed 7-0.

Darrell Wooten, Planning and Zoning, presented the Council with an ordinance for a change in fees. Due to having to send out a lot of certified mail, the cost of which has had to be absorbed by the County, along with other expenses has made this request necessary. Councilman Wiles made a motion to adopt the new fees. Councilman Hunt 2nd the motion. Motion passed 5-2 with Kendall and Donaldson voting against.

HEALTH DEPARTMENT
Pat Roberts, attorney for the Health Department came before the Council to request that the part-time position in the Health Department be changed from Environmental Food Specialist to Assistant Environmental Specialist. Councilman Wiles made a motion to approve and Councilman Kendall 2nd the motion. Motion passed 6-1 with Councilman Hunt voting against.

AUDIENCE
Mayor James Walker came before the Council to advise them of the cuts the City of Peru is going to have to make. One of the things the City is considering is changing the Municipal Airport over to an Airport Authority. No action taken.

Sandy Chittum came before the Council to ask about the County helping to create an animal shelter. She has spoken to the Board of Commissioners about the project and the possibility of building it on County property by the new jail. The cost of the building would be approximately $227,000 which she would like for the County to put in along with the City and County putting money in to help operate it. No action taken.

Mrs. Chittum also spoke to the Council regarding a stimulus package where Miami County residents would get Miami County bucks back. If a resident made a local purchase of $300 they would receive $30 back in Miami County bucks to be spent locally and if a resident purchased a car locally the excise tax would be paid for by the stimulus package. The money would come from C.E.D.I.T dollars. No action taken.

COMMITTEE REPORTS
Dukes Healthcare Foundation will be awarding a $10,000 scholarship (healthcare field) in the fall.

The new 9-1-1 Coordinator is Carol Harbison. Mrs. Harbison started earlier this month and is doing a good job. Council President Duckwall thanked the committee for all their hard work.

Councilwoman Mull made a motion to adjourn and Councilman McAuliff 2nd the motion. Motion passed 7-0.
