Council President Ralph Duckwall called the meeting to order.
Councilman Alan Hunt led those in attendance in prayer and the reciting of the
pledge to the flag.
COMMUNICATIONS AND ANNOUNCEMENTS
Council President Duckwall reminded the Council of the work session scheduled
for November 25, 2008 at 6:30 pm.
MINUTES
Councilman Click moved to approve the October minutes. The motion was 2nd by
Councilman Kendall and passed 7-0.
EMERGENCY APPROPRIATIONS
SHERIFF
The Sheriff requested an emergency appropriation from the Rainy Day Fund. An
inmate fell and broke his arm. After he was released the Doctor felt he needed
surgery and the bill was sent to the Sheriff for payment. The original bill was
$21,155 and Sheriff Roland negotiated with Marion General Hospital and the final
bill is $15,866.25.
Councilman Click moved to approve $16,000 from the Rainy Day Fund. Councilperson
Mull 2nd the motion and it passed 7-0.
Sheriff Roland asked about a transfer of funds from the extra deputy to the jail
part time. This is to be moved from one of his budgets to another. Due to an
oversight the Auditor will transfer the funds and advertise this for December if
indeed it was not properly advertised. A motion was made by Councilman Click to
approve the transfer on the condition the action is advertised. The motion was
2nd by Councilman McAuliffe and passed 7-0.
PROSECUTOR
Prosecutor Huneryager told the Council that the $24,000 requested appropriation
from the Deferral Fund is made up of 3 different parts.
First is from EMA. The EMA purchased radios from a Homeland Security Grant and
requested the Prosecutor pay for the installation so they may purchase the
number of radios needed. This request is for $11,000 for installation.
The Denver Fire Department requested $10,000 to supplement the cost of
overhauling the engine of their rescue vehicle. The entire cost is $14,000.
The Sheriff’s Department purchased software with $3,000 the Prosecutor had said
he could fund out of Deferral and the bill has come due. This was an oversight
by the Prosecutor and he needs to pay his bills.
Councilman Click moved to allow the $24,000 appropriation from #259 the Deferral
Fund. The motion was 2nd by Councilman Wiles and passed 7-0.
WELFARE/FAMILY & CHILDREN
The next request for an appropriation is from the Welfare Department in the
amount of $950,000. They came to the Council last month and explained the end of
the year and the transfer to the State of their funding. Deputy Auditor Jane
Lilley told the Council the Welfare Department is only asking permission to
spend what is in their fund to close out the year. Councilperson Mull moved to
approve the $950,000 appropriation. The motion was 2nd by Councilman Hunt and
passed 6-1 with Councilman Wiles voting against.
PERU MUNICIPAL AIRPORT
The Aviation Board requested $4,745 from the Riverboat Fund. After some
discussion Councilman Click moved to allow as advertised the $4,745 from the
Riverboat Fund. The motion was 2nd by Councilman Kendall and passed 7-0.
COUNCIL COMMITTEE REPORTS
Councilperson Mull reported that 4 County will end this year in good financial
shape.
Councilman Duckwall told the Council he would like to have a wage and salary
review committee when they meet on November 25, 2008 for their work session.
Councilman Duckwall explained the analysis Melissa Ombre has been doing and he
hopes it will help the Council determine what they need to look at over the next
10 months until the next budget cycle.
A motion was made by Councilman Click to adjourn due to no further business to
come before the Council. The motion was 2nd by Councilperson Mull and passed
7-0.
