MIAMI COUNTY COUNCIL
OCTOBER 21, 2008

Council President Duckwall called the meeting to order.

REPORT ON 4 COUNTY MENTAL HEALTH
Councilperson Mull reported that Blue & Company out of Indianapolis audited 4 County and reported that they are financially in good shape. If anyone wants to read the audit report Councilperson Mull will make it available to them.

SEPTEMBER MINUTES
Councilman Click moved to approve the September minutes of the Miami County Council. The motion was 2nd by Councilman Hunt and passed 7-0.

EMERGENCY APPROPRIATIONS
County Assessor Nancy Gates asked the Board to appropriate $37,500 from the Reassessment Fund to pay a contract the Board of Commissioners signed for the trending. The company doing the trending is Advelorum out of Kokomo, Indiana. Councilman Click moved to approve the appropriation. The motion was 2nd by Councilman Wiles and passed 7-0.

REQUESTS FOR AN AUDIENCE WITH THE COUNCIL
The Welfare Department asked to present a request for an additional appropriation to cover the bill that would come in late and into next year. Kay McInnis, our local Director, Glen Hipp the regional manager explained to the Council that they are preparing for the State of Indiana to take over the billing services. As of January 1, 2009 all billing will go through the State except those bills from 2008 that are reimbursements or late billings. The shortfall until everything is settled is what they are trying to cover with County money. They wish to use the rainy day fund. After some discussion the Council decided they would schedule a meeting to review this issue. They have to have a hearing to review the other taxing unit’s budgets and perhaps they can do this at the same time. It is noted that this State administration has increased the workers at the Welfare Department from 4 to 9 and is proactive in this area.

SHERIFF ROLAND/PENSION AMENDMENT
Sheriff Roland brought the amendment to the Miami County Police Retirement Plan. This is to bring this document into compliance with the Internal Revenue Service. Councilman Click moved to approve the 5th Amendment to our Miami County Police Retirement Plan. The motion was 2nd by Councilperson Mull and passed 7-0.

PERU MUNICIPAL AIR PORT/HARRY DENHAM
Mr. Denham explained to the Council that he is asking for help in funding to match a grant approved for this year. The money is to repave the apron of the runway at the airport. The grant is for $205,760. The bid they have received is $189,760. If they do not get the $4,744.01 they will lose the grant for this year. They request the funds be spent from the rainy day fund. He further stated that the FAA requires airports to be maintained. Councilman Click moved to ask the Auditor to advertise $4,744.01 out of the River Boat Fund for November. The motion was 2nd by Councilperson Mull and passed 7-0.

OTHER COUNCIL BUSINESS
After some discussion a date of October 28, 2008 was set for a work session. The meeting will be held at 6:00 pm in the GAR room of the Court House.

The Council also set a date of November 12, 2008 at 6:30 pm to review the budgets of the other taxing units and schools and libraries they are suppose to review. The meeting will be held in the GAR room of the Court House.

COUNTY ATTORNEY
David Grund informed the Council that he will be resigning effective December 31, 2008. He told the Council that he is sending a letter to the local Bar Association to send out requests for applicants to replace him as County Attorney with the Board of Commissioners. He would send something similar for the Council if they chose to do that. The Council said they would like him to do the same for the Council as he will be doing for the Board of Commissioners.

Councilman Click moved to adjourn. Councilperson Mull 2nd the motion and it passed 7-0.
