County Council Meeting Minutes

Council President Duckwall called the meeting to order and lead the group in
prayer. All recited the pledge to the flag. All members were in attendance.
MINUTES
Councilman Click moved to approve the July minutes. The motion was 2nd by
Councilman Wiles. The motion passed 7-0. It is noted that the August 19th
meeting was cancelled due to the budget hearing process.
TRANSFERS
Sheriff Roland requested transfers from one category of his budget to another to
cover costs of operations through the end of this year. A motion to allow the
transfers was made by Councilman Click and 2nd by Councilperson Mull. The motion
passed 7-0.
EMERGENCY APPROPRIATIONS
Sheriff Roland requested $56,405 to cover their shortfall for Automotive and
jail expenses. The break down is $8,500 for Automobile expenses, $12,905 for
utilities, and $35,000 for medical bills.
A motion was made by Councilperson Mull to approve this appropriation to be
taken from the Rainy Day Fund and 2nd by Councilman Click. The motion passed
7-0.
RECORDER
The County Recorder, Rhonda Trexler, requested an appropriation from the
Redaction Fund in the amount of $10,000. This is to help pay for the redaction
contract and software contract fees. The amount she will be spending with the
additional funding is $2,500 for the software contract and $12,500 for the
equipment maintenance contract.
Councilperson Mull moved to allow this appropriation from the redaction fund.
Councilman Click 2nd the motion and it passed 7-0.
ASSESSOR
County Assessor Nancy Gates asked to create a full time position for an employee
she is using full time at a part time rate. This person is Karen Lemasters. She
is certified in level 1 and 2 and very good at personal property. Councilman
click moved to create the position of 2nd Deputy out of the Reassessment fund.
The motion was 2nd by Councilman Hunt and passed 7-0.
A motion was made by Councilman Click to fund the position in the amount of
$20,000 out of Reassessment. The motion was 2nd by Councilperson Mull and passed
7-0.
PTABOA BOARD APPOINTMENT
The Council discussed the resignation of Scott Shepherd from the PTABOA Board.
President Duckwall said that Chris Bishop has agreed to fill the vacancy on the
Board. Councilman Click said Mr. Bishop was willing to serve when Mr. Shepherd
was appointed and he feels Mr. Bishop will be a very good member. He is
knowledgeable and willing to serve. Councilman Click moved to appoint Mr. Bishop
to the PTABOA Board. The motion was 2nd by Councilman Hunt and passed 7-0.
BUDGET ADOPTION TABLED UNTIL OCTOBER
Councilman Wiles made a motion to table any action on adopting the 2009 budgets
until the October meeting. The motion was 2nd by Councilman McAuliffe and passed
7-0.
ELAINE BEATTY/MCCREADY KEENE
Ms. Beatty gave the Council an affidavit to sign concerning changes in the
federal codes. The changes are requirements by the IRS. The Merit Board and
Sheriff have approved this. David Grund will review the document and the Council
will act upon it in the October meeting.
DISCUSSION
Councilman Click reported on the Dukes Health Foundation. He said they have
given $310,000 in the past 12 months to different projects throughout the
County. They donated funding for the County to administer flu shots.
Councilperson Mull said she attended a meeting at Maconaquah School concerning
building repairs. She explained some of the projects they want to address in the
40-year-old building. It is noted there is another meeting this week if anyone
would like to attend.
Councilman McAuliffe brought to the Councils attention that he received the 2008
pay 2009 tax schedule. He also asked when they will be reviewing the township
budgets. Council President Duckwall said he is going to request the summary page
from each of the entities they have to review to make their job easier to
understand.
Councilman McAuliffe also asked about the LOIT. It was affirmed that it is
completed. No further action is needed by this body.
Councilman McAuliffe also questioned the $100 a day for the PTABOA
board members. After some discussion and clarification by Nancy Gates, County
Assessor, the Council was comfortable with the $100 per day we pay our PTBOA
Board members.
Councilman Click moved to adjourn. Councilperson Mull 2nd the motion and it
passed 7-0.
