County Council Budget Hearing Meeting Minutes

MIAMI COUNTY COUNCIL
AUGUST 20, 2008
BUDGET HEARINGS DAY 2

Councilman Duckwall called the meeting to order and lead all in the pledge to the flag and a prayer.

He noted the working totals are $9,402,000. There is approximately $631,000 difference from last year. He said the levy increase of 4% would be possibly allow $9,137,000.

Rates:
Mileage - Councilman Click moved to raise the mileage rate to 50 cents per mile. The motion was 2nd by Councilman McAuliff and passed 7-0

Councilman Click moved to approve the hourly rate for the Court House to $10.50 per hour. The motion was 2nd by Councilperson Mull. Councilman Kendall said he would like to have seen it bumped to $12. PTBOA Board - Councilman Click moved to raise the daily rate to $100. The motion was 2nd by Councilperson Mull and passed 7-0.

Councilman Click moves that all boards remain the same except the PTABOA Board. The motion was 2nd by Councilperson Mull and passed 7-0.

Councilman Click moved that all 2nd reading items be approved as just discussed. Councilperson Mull 2nd the motion and passed 7-0.

EMA
Councilman Click moved that the 2nd reading amended increase of the assistant director be approved with the 3% raise and the $1,000 adjustment. The motion was 2nd by Councilperson Mull. Motion passed 7-0.

COMMISSIONERS
Councilman Click moved to approve the 2nd reading as it was approved in the first reading. The motion was 2nd by Councilperson Mull and passed 7-0.

COURT HOUSE
Councilman Click moved to approve the budget’s 2nd reading the same as first. The motion was 2nd by Councilperson Mull and passed 7-0.

CUMULATIVE COURT HOUSE
Councilman Click moved to approve for the 2nd reading as approved on the first. The motion was 2nd by Councilperson Mull and the motion passed 7-0.

CEDIT
Councilman Click moved to approve the 2nd reading of this budget the same as on the first reading. The motion was 2nd by Councilperson Mull and passed 7-0.

DRAINAGE BOARD
Councilman Click moved to approve this budget the same as on the first reading. The motion was 2nd by Councilperson Mull and passed 7-0.

SHERIFF
Councilman Click moved to approve the Sheriff’s budget on the 2nd reading with a change of cutting ammunition from $9,100 to $7,500 the rest the same as the first reading. The motion was 2nd by Councilman McAuliffe and passed 7-0.

JAIL
Councilman click moved to approve the 2nd reading of the Jail budget with the change requested by the Sheriff to change the salary of the Sex Offender/IDAC Coordinator to $34,335. The motion was 2nd by Councilman McAuliffe and passed 7-0.

NEW JAIL
Councilman Click moved to approve as first reading. Councilperson Mull 2nd the motion and passed 7-0.

TRANSPORT OFFICER
Councilman Click moved to approve the 2nd reading same as the first in this budget. The motion was 2nd by Councilman McAuliffe and passed 7-0.

CLERK
Sherry Payne stood in for the Clerk and requested a full time 2nd deputy position. Council President Duckwall said he does not recall the conversation with the Clerk. He explained that there will be 3 courts but the work load is the same, just coming from different areas and more quickly. There was discussion about software that President Duckwall said is not being discussed at this time.

CLERK SUPERIOR COURT
Councilman Click moved on 2nd reading same as first. Councilperson Mull 2nd and it was approved 7-0.

CLERK CIRCUIT
Councilman Click moved to approve the 2nd reading same as first. The motion was 2nd by Councilperson Mull and passed 7-0.

CLERK REGISTRATION
Councilperson moved to approve on 2nd reading same as the first. Councilperson Mull 2nd the motion and it passed 7-0.

SUPERIOR COURT 2
Councilman Click moved to approve as approved on the first reading. The motion was 2nd by Councilman McAuliffe and passed 7-0.

CIRCUIT COURT
Councilman Click moved to approve on the 2nd reading the same as first. Councilman Hunt 2nd the motion and it was approved 7-0.

RECORDER
Councilman Click moved to approve the budget on the 2nd reading the same as first reading. The motion was 2nd by Councilman Kendall and passed 7-0.

Recess

EXTENSION OFFICE
A motion was made by Councilman Click to approve 2nd reading. The motion 2nd by Councilperson Mull and passed 7-0.

SOIL AND WATER
Motion to approve the 2nd reading was made by Councilman Click and 2nd by Councilman McAuliffe and passed 7-0.

PROSECUTOR
Councilman Click moved to approve on 2nd reading. The motion was 2nd by Councilman McAuliffe and passed 7-0.

SOIL AND WATER GRANT
A motion made by Councilman Click to approve this budget on the 2nd reading was 2nd by Councilman McAuliffe and passed 7-0.

TITLE IV-D
Councilman Click moved to approve this budget on the 2nd reading and it was 2nd by Councilman McAuliffe and passed 7-0.

USER FEE PRE TRIAL DEFERRAL
Councilman Click moved to approve this budget on the 2nd reading and it was 2nd by Councilman McAuliffe and passed 7-0.

VOCA
Councilman Click moved to approve this budget on the 2nd reading and it was 2nd by Councilman McAuliffe and passed 7-0.

PROBATION
Councilman Click moved to approve this budget on the 2nd reading and it was 2nd by Councilman Hunt. The motion passed 7-0.

ADULT PROBATION
Councilman Click moved to approve this budget on the 2nd reading and it was 2nd by Councilman Kendall. The motion passed 7-0.

JUVENILE PROBATION
Councilman Click moved to approve this budget on the 2nd reading and it was 2nd by Councilman Hunt. The motion passed 7-0.

USER FEE DRUG AND ALCOHOL
Councilman Click moved to approve this budget on the 2nd reading and it was 2nd by Councilman Kendall. The motion passed 7-0.

Councilman Click moved to approve this budget on the 2nd reading and it was 2nd by Councilman Kendall. The motion passed 7-0.

ASSESSOR
Councilman Click moved to approve this budget on the 2nd reading and it was 2nd by Councilman Hunt. The motion passed 7-0.

Councilman Click moved to approve this budget on the 2nd reading. The motion was 2nd by Councilman Kendall and passed 7-0.

TREASURER
Councilman Click moved to approve this budget as read on the 2nd reading. The motion was 2nd by Councilman Hunt and passed 7-0.

VETERANS SERVICE OFFICE
Councilman Click moved to approve this budget on the 2nd reading. The motion was 2nd by Councilman Kendall and passed 7-0.

PUBLIC DEFENDER
Councilman Click moved to approve this budget on the 2nd reading. The motion was 2nd by Councilman Kendall and passed 7-0.

PUBLIC DEFENDER SUPPLEMENTAL
Councilman Click moved to approve this budget on the 2nd reading. The motion was 2nd by Councilman Kendall and passed 7-0.

Councilman Hunt moved to approve this budget on the 2nd reading. The motion was 2nd by Councilman Kendall and passed 7-0.

CORONER
Councilman Hunt moved to approve this budget on the 2nd reading. The motion was 2nd by Councilman Kendall and passed 7-0.

LCC
Councilman Hunt moved to approve this budget on the 2nd reading. The motion was 2nd by Councilman Kendall and passed 7-0.

LEPC
Councilman Hunt moved to approve this budget on the 2nd reading. The motion was 2nd by Councilman Kendall and passed 7-0.

WEIGHTS AND MEASURES
Councilman Hunt moved to approve this budget on the 2nd reading. The motion was 2nd by Councilman Kendall and passed 7-0.

COUNTY COUNCIL
Councilman Hunt moved to approve this budget on the 2nd reading. The motion was 2nd by Councilman Kendall and passed 7-0.

AUDITOR
Jane Lilley gave the presentation due to the Auditor’s absence.
A motion to give the 2nd deputies a 3% raise and the Transfer deputy a 3% raise and $1,000 adjustment was made by Councilman Click and to approve the rest of the budget on the 2nd reading. The motion was 2nd by Councilperson Mull and passed 7-0.

SURVEYOR
Councilman McAuliffe excused himself and a motion was made by Councilman Click to approve on the 2nd reading all but the Surveyor’s salary. He reduced it from $26,146 to $25,384. The motion was 2nd by Councilperson Mull and it passed 6-1. Councilman McAuliffe abstained from this vote.

HEALTH
Councilman Click moved to approve the Health officer to $7,500, the Health Nurse to $34,401 and give the 3% raise to the rest of the staff. The motion was 2nd by Councilman Kendall and passed 7-0.

HEALTH ENVIRONMENTAL
Councilman Click moved to approve on the 2nd reading. The motion was 2nd by Councilman Hunt and passed 7-0.

Councilman Click moved to adjourn. The motion was 2nd by Councilman McAuliffe and this concluded the 2nd day of budget hearings for the 2009 budget.
