Council President Duckwall called the July meeting to order.
Councilman McAuliffe led everyone in prayer and Council President Duckwall led
the pledge.
COMMUNICATIONS AND ANNOUNCEMENTS
None
MINUTES
Councilman Click moved to approve the minutes. The motion was 2nd by
Councilperson Hunt and passed 7-0.
EMERGENCY APPROPRIATIONS
None
L.O.I.T. TAX RESOLUTION AND ORDINANCES
David Grund, County Attorney, informed the Miami County Income Tax Council that
according to the Statue, the Board has to pass a resolution stating that the
Council has considered the impact of adopting the county option tax to provide
property tax relief in respect to all taxpayers in the County.
Councilman Click made a motion to adopt the resolution (7-15-08A) and
Councilwoman Mull 2nd the motion. The motion passed 7-0 at 7:09 p.m.
Councilwoman Mull made a motion to adopt Ordinance 7-15-08B, Ordinance imposing
the County Option Income Tax to Provide Property Tax Relief. Councilman Wiles
2nd the motion. Council President asked if there was any discussion. Councilman
Click just wanted to comment that the people he had spoken to told him they
would rather have the tax relief on their home as they can raise the rent that
they charge.
It was also mentioned that everyone with the exception of Amboy had sent in
their votes and all had passed unanimously.
The adoption of Ordinance 7-15-08B passed 7-0 at 7:15 p.m.
Councilman Click made a motion to adopt Ordinance 7-15-08C, Ordinance Imposing A
County Option Income Tax To Provide Funding For Public Safety. Councilman Wiles
2nd the motion and it passed 7-0 at 7:19 p.m.
With each ordinance passing unanimously, Councilman Click made a motion to
suspend the rules and vote on the ordinances again. Councilwoman Mull 2nd the
motion and it passed 7-0.
Councilman Click made a motion to adopt Ordinance 7-15-08B for the 2nd time and
the motion was 2nd by Councilwoman Mull. The motion passed 7-0.
Councilman Click made a motion to adopt 7-15-08C for the 2nd time. Councilwoman
Mull 2nd the motion and it passed 7-0.
Councilman Click made a motion to suspend the rules in regard to Resolution
7-15-08A. Councilwoman Mull 2nd the motion and it passed 7-0.
Councilman Click made a motion to adopt for the 2nd time Resolution 7-15-08A and
Councilwoman Mull 2nd the motion. The motion passed 7-0.
Next item for consideration was MCEDA. Mr. Tidd explained that there is 23 acres
east of the medical clinic on 24 that a potential business is wanted to locate
at.
Mr. Tidd presented Resolution 7-15-08D, Declaratory Resolution Designating the
Oldfather Planned Unit Development as an Economic Revitalization Area, for
consideration to the Council.
Councilman Click made a motion to adopt Resolution 7-15-08D. Councilman Wiles
2nd the motion and it passed 7-0.
Councilman Click made a motion to set the Public Hearing for Resolution 7-15-08D
for August 19th at 6:45 p.m. and Councilman McAuliffe 2nd the motion and it
passed 7-0.
PUBLIC COMMENT
Mr. John Alfrey addressed the Council wanting to know how money they think they
need to make up the shortfall and how much money they will make off of this. He
was told by the Council that the 1% was property tax replacement and the .25
Public Safety portion was the only part bringing in revenue. Mr. Alfrey said the
taxpayers will make their discussion at election time.
Mr. Dick Lancaster asked the Council if they believed that with the state of the
County we can tax our way out. He doesn’t mind paying his fair share but he
doesn’t understand how we can in good conscience spend 20 million for a jail and
an additional $400,000.00 for staff.
Councilman Hunt said he is not happy about having to build a jail but he
applauds the work the Board of Commissioner did on the Jail project. Council
President Duckwall concurs.
Mr. Wayne Bunker wanted to know why we went from covering a 1.4 million dollar
shortfall to 3x that. The Council explained that Weatherwax did not project past
next year. Councilman Click said they had asked the State to wait 2 year to see
how everything ended up but the State would not do that.
Councilman Click made a motion to adjourn and Councilman Hunt 2nd the motion.
Motion passed 7-0.
