OCTOBER 17, 2006
President Stephenson called the Miami County October Council meeting to order.
It is noted that Councilman York is absent.
MINUTES
There was some confusion as to which copy of the September 5th and 6th minutes
were the final minutes. After much discussion, the Council decided to wait until
next month to approve those minutes.
A motion was made by Councilman Click to approve the adoption hearing meeting
minutes held on September 19, 2006. The motion was 2nd by Councilman Robertson
and passed 6-0.
A motion was made by Councilman Click to approve the regular meeting minutes
from September 19, 2006. The motion was 2nd by Councilman Robertson and passed
5-0-1 abstained. (Mr. Cook had no copy of the minutes to review.)
TRANSFER
A request to transfer funds for the Probation office to correct an error in
calculations for the budget was made by Susan Rice. Mrs. Rice explained to the
Council that she made a miscalculation in her budget and this is just money
moved from one area of her budget to another area to cover the error. The amount
of the transfer is $2,056.
A motion was made by Councilperson Mull to allow the transfer. The motion was
2nd by Councilman Cook. The motion passed 6-0.
ABATEMENT REQUESTS
L & M Metal Stamping requested an abatement from the incentive Committee. The
incentive committee approved the request for a 5 year abatement on equipment.
The stipulation is that they maintain 35 employees and their real and personal
property taxes are paid and kept current.
Mr. Cates spoke on behalf of MECDA about this request and explained that they
also had discussed an interest buy down but the incentive committee felt that a
project this size does not qualify for that incentive.
L&M Stamping is expanding the office area to free up some space for
manufacturing.
A motion to approve the abatement was made by Councilman Cook. The motion was
2nd by Councilperson Mull. The motion passed 6-0.
The David Levin Company was the next business that requested a 5 year abatement
on real estate improvements. The Council had previously agreed to support this
abatement. A motion to allow the abatement was made by Councilman Click. The
motion was 2nd by Councilman Robertson. The motion passed 5-0-1 (abstained).
Councilperson Mull abstained.
AUDIENCE REQUEST
County Attorney David Grund gave the Council a draft of the Dog Tax Ordinance.
Mr. Grund explained how the law had changed the method of collecting dog taxes
in the State and asked the Council to review the document and bring it back with
any revisions or recommendations next month.
A motion to adjourn was made by Councilperson Mull. The motion was 2nd by
Councilman Click and passed 6-0.
