BUDGET HEARINGS FOR 2007 APPROPRIATIONS
SEPTEMBER 6, 2006

MIAMI COUNTY COURT HOUSE
President Stephenson called the 2nd day of budget hearings to order. All recited
the pledge to the flag.
All members are present.
Councilman Stephenson said this session is to approve salaries for the 2007
budget year.
HEALTH NURSE
Tudie Bessignano read a 3 page statement concerning her view of the past year’s
treatment of her. Ms. Bessignano asked if anyone wanted a copy of the statement.
At that time none of the Council received a copy. My office asked for a copy of
the statement the next morning so it could be properly recorded in these
minutes; but she denied me a copy. Later she told one of my staff the statement
had been destroyed.
The agenda for the day is to address salaries.
A motion to adopt a part time hourly rate in the amount of $10 per hour was made
by Councilman Kendall. The motion was 2nd by Councilman Robertson and passed
7-0.
Councilman Cook stated that he feels some type of a raise is in line and he
suggests 2% as a token of appreciation.
Councilman York feels 2% is not appropriate. He moved to allow $600 except for
elected officials with the prerogative to look at exceptions. The motion was 2nd
by Councilman Click. Motion failed 3-4.
Dr. Stalker said the Food Specialist raise they requested is over $600.
Sheriff Roland explained the pay matrix and told that he has some Deputies that
could make a lateral move to the Indiana State Police. The starting salary for a
Trooper is $39,000. He said Miami County has $40,000 in each deputy and we
cannot afford to lose one. He asked them to really consider the matrix.
Councilman Cook moved to allow a 2% pay increase in all personnel and elected
officials with the exception to adjust any they feel necessary. The motion was
2nd by Councilperson Mull. The vote was 5-1 abstain (Robertson)-1opposition
(Kendall).
#46 Health Budget
Councilman Robertson moves to leave the extra nurse at $3,000. The motion was
2nd by Councilman Click and failed 3-4. Councilman Kendall moved to give the
extra nurse pay line $2,000. The motion was 2nd by Councilman Click and passed
5-2 against. (Cook and Mull)
A motion was made by Councilman York to allow the fringe line in an amount of
$4,000. The motion was 2nd by Councilman Robertson and passed 7-0.
A motion was made by Councilman Cook to accept line 11407 as submitted in the
amount of $1,800. The motion was 2nd by Councilperson Mull and passed 7-0. A
motion was made by Councilman Robertson to allow line item 11207 at the amount
of $3,000. The motion was 2nd by Councilman Kendall and passed 7-0.
Councilman York moves to approve the balance of 01 as presented. The motion
passed 6-1. Councilman Cook was out of the room for this vote.
A motion to approve the budget total of $116,204 was made by Councilman Click
and 2nd by Councilman Robertson. The motion passed 7-0.
46A Environmental Health
A motion was made by Councilman Click that the salary of the Health Specialist
be adopted $31,808 and the Food Specialist be $26,000. The motion was 2nd by
Councilman Robertson and passed 5-2 (York, Cook).
A motion was made by Councilman Click to allow the total of the Environmental
Health budget for 2007 $94,939. The motion was 2nd by Councilman Robertson and
passed 5-1 opposed (York) 1 Abstain (Cook).
46B Health Coordinator
A motion was made by Councilman Click to allow the salary for the Health
Coordinator be approved at $31,808. The motion was 2nd by Councilman Robertson
and passed 7-0.
A motion was made by Councilman Click to approve the entire budget in the amount
of $42,107 for the 2nd reading. The motion was 2nd by Councilman Robertson. The
motion passed 7-0.
#47 Health Grant
A motion was made by Councilman York to approve the salary of the Administrative
Assistant at $22,496 for the 2nd reading. The motion was 2nd by Councilman Click
and passed 7-0.
#22 Highway MVH Ph 1
Sam Waltz, Highway Supervisor asked for special consideration to give the hourly
increase of 30 cents. After some discussion a motion was made by Councilman York
that the hourly be increased 40 cents per hour including the mechanic. The
motion was 2nd by Councilperson Mull. The motion passed 7-0.
A motion was made by Councilman Kendall to approve a salary of $39,000 for the
Supervisor, $45,655 for the Engineer, $23,571 for the Clerk and Bookkeeper. The
motion was 2nd by Councilman Cook and passed 7-0.
Councilman York moved to allow the 01 portion of the budget at a total of
$152,272 for the 2nd reading. The motion was 2nd by Councilman Kendall. The
motion passed 7-0.
A motion to approve the entire budget in the amount of $164,647 for the 2nd
reading was made by Councilman Click. The motion was 2nd by Councilman York and
passed 6-0.
#23 MVH Phase 2
A motion to approve the 01 portion of the budget at $888,360 and the total
budget as presented was made by Councilman Click and 2nd by Councilman
Robertson. The motion passed 7-0.
#24 MVH 3
Councilman Kendall moved to approve the budget as presented. The motion was 2nd
by Councilperson Mull and passed 7-0.
#25 Local Road and Street
A motion to approve the budget as presented was made by Councilman York and 2nd
by Councilman Click. The motion passed 7-0.
#26 Cumulative Bridge Fund
A motion was made by Councilman Click to accept on 2nd reading the amount of
$696,950 for the Cumulative Bridge budget for 2007. The motion was 2nd by
Councilman Robertson and passed 7-0.
#1 Clerk of Circuit Court
A motion was made by Councilperson Mull to accept the 01 portion of the budget
in the amount of $171,932 as adjusted and the entire budget in the amount of
$188,082. The motion was 2nd by Councilman York and passed 7-0.
#2 Clerk of Superior Court
A motion was made by Councilman Click to adjust the clerical assistant request
to $12,500 and approve the entire budget at an amount of $157,176. The motion
was 2nd by Councilman Cook and passed 7-0.
# 3 Clerk Election
Councilman Click moves to approve as presented in the amount of $67,000. The
motion was 2nd by Councilman York and passed 7-0.
#4 Clerk Registration
A motion was made by Councilman York to approve the salary of the registration
deputy (which is the entire budget) in the amount of $23,571 as reflected by the
2% raise. The motion was 2nd by Councilperson Mull and passed 7-0.
#5 Auditor
A motion to approve the 01 portion as amended. The motion was 2nd by
Councilperson Mull. The vote passed 6-1 (York)
The remainder of the budget to be approved in the total amount of $159,761 was
made by Councilman Click and 2nd by Councilperson Mull.
#6 Treasurer
The Treasurer informed the Council that with them allowing the Commissioners to
add a full time Court House clerical position she is willing to cut $10,000 from
her budget request. A motion by Councilman Click to approve the entire budget as
amended in the amount of $108,248. The motion was 2nd by Councilman York and
passed 7-0.
#7 Recorder
A motion was made by Councilman Click to approve the total budget as amended in
the amount of $63,377. The motion was 2nd by Councilperson Mull and passed 7-0.
#49 Welfare
Fay Russell explained the Children’s Psych Fund to the Council. A motion to
approve both of the Welfare budgets was made by Councilman Click. The motion was
2nd by Councilman Robertson and passed 7-0.
#53 E 9-1-1
A motion to approve the 9-1-1 budget as amended for 2007 was made by Councilman
Click and 2nd by Council man York. The total budget is $575,931. The motion
passed 7-0.
#35 CASA
A motion was made to accept the entire budget as amended by Councilman York. The
motion was 2nd by Councilman Click. The total budget is $65,088.
#12 Surveyor
A motion to approve the entire budget as amended in the amount of $85,818 was
made by Councilman Click. The motion was 2nd by Councilman Robertson and passed
7-0.
#13 Assessor
Councilman York moves to move a deputy to the reassessment budget as requested
by the County Assessor. The motion was 2nd by Councilman Robertson and passed
7-0.
A motion was made by Councilman Click to approve on the 2nd reading the total
budget in the amount of $67,902. The motion was 2nd by Councilman York and
passed 7-0.
#17 Reassessment
Councilman click moves to enter an additional Deputy in the personal services
line of her budget and to approve the amended budget in the 2nd reading in the
amount of $132,863. The motion passed 7-0
#14 Peru Township Assessor
The Council and the Assessors discussed the disclosure forms and a motion was
made by Councilman York to cut the part time amount to $12,500. The motion was
2nd by Councilperson Mull and passed 4-3 (Robertson, Click and Stephenson). A
motion to approve the budget on the 2nd reading as amended at $68,585 was made
by Councilman Click and 2nd by Councilman York. The motion passed 7-0.
The Council and Mr. Chittum discussed the schooling request for his part time
employee and the 1st deputy request for his current deputy. No action taken.
#15 Pipe Creek township assessor
A motion to approve the balance of the budget as amended in the amount of
$23,653 was made by Councilman York. The motion was 2nd by Councilman Kendall
and passed 7-0.
#18 Board of Commissioners
Councilman Click moved to keep the IT assistant at $30,000 and to approve the
rest of the budget as amended. The motion was 2nd by Councilman Robertson and
passed 7-0. The total budget is $3,393,488.
#19 County Council
Councilman Stephenson asked if anyone had used the travel line of their budget.
Councilperson Mull said she does and that it is important that the new members
have that funding in place to take advantage of the opportunities for classes. A
motion to accept the pay increase was made by Councilman Kendall and 2nd by
Councilperson Mull. The motion passed 5-2 (Click, York). The total budget is
$42,132.
#20 Court House
A motion to approve the budget as amended in the amount of $376,288 was made by
Councilman York. The motion was 2nd by Councilman Click and passed 7-0.
#21 Drainage Board
A motion to approve the entire budget as amended was made by Councilman York and
2nd by Councilman Click. The motion passed 7-0. The total budget is $29,346.
#27 Prosecutor
A motion to approve the 01 portion of the budget as amended to the amount of
$80,067 was made by Councilman Robertson. The motion was 2nd by Councilperson
Mull. The motion passed 6-1 (York)
A motion to approve the entire budget of $98,567 as amended was made by
Councilman Robertson and 2nd by Councilperson Mull. The motion passed 7-0.
#28 IVD
A motion to approve the amended 01 portion of the budget in the amount of
$110,267 was made by Councilman Click. The motion was 2nd by Councilman
Robertson and passed 7-0. A motion was made by Councilman Click to approve the
total budget in the amount of $120,767. The motion was 2nd by Councilperson Mull
and passed 6-0. Councilman Kendall was absent for this vote.
# 29 User Fee/Deferral
The County Prosecutor explained that all the Deputy Supplements are for
Attorneys and not staff. A motion was made by Councilman Click to approve for
the 2nd reading of the budget in the amended amount of $147,492. The motion was
2nd by Councilman Kendall. The motion passed 7-0.
#58 VOCA
A motion to approve the entire budget in the amount of $44,253 was made by
Councilman Robertson. The motion was 2nd by Councilman Click. It is noted that
part of the County match for this grant comes from the Prosecutor’s budget (the
salary of the Victims Advocate is set at $27,311). The motion passed 7-0.
#32 Public Defender
A motion was made by Councilman Click to amend the public defenders amount to
$300,000. The motion was 2nd by Councilman York and passed 5-2 (Cook,
Stephenson).
Councilman York moved that the budget be approved for the 2nd reading in the
amount $348,067. The motion was 2nd by Councilperson Mull and passed 7-0.
#33 Public Defender Supplemental Fund
A motion to approve as presented in the amount of $27,500 was made by Councilman
York and 2nd by Councilman Click. The motion passed 7-0.
#50 C.E.D.I.T.
A motion to approve CEDIT as amended was made by Councilman York in the amount
of $620,220. The motion was 2nd by Councilman Click and passed 7-0.
#52 Cumulative Court House
A motion to approve as presented and to maintain the same rate for taxes was
made by Councilman Click. The motion was 2nd by Councilman Robertson and passed
6-1. The total budget is $570,000.
#16 Township Assessors
A motion to accept the total budget as amended in the amount of $46,050 was made
by Councilman Cook. The motion was 2nd by Councilperson Mull. The motion passed
7-0.
#34 Probation
A motion to approve the 01 in the amount of $183,020 and the total budget in the
amount of $199,695 was made by Councilman Click and 2nd by Councilman Robertson.
The motion passed 7-0.
#36 Drug And Alcohol
A motion was made by Councilman Click to change the insurance coverage from
$8,000 to $15,000. The motion was 2nd by Councilman York and passed 7-0. A
motion was made by Councilman Click to approve the entire amended budget in the
amount of $94,399. The motion was 2nd by Councilman York and passed 7-0.
#37 User Fee/Probation
Councilman York moves to approve the 01 personal services portion of the budget
as amended to $92,776. The motion was 2nd by Councilperson Mull and passed 7-0.
A motion was made by Councilman Click to approve the budget as amended on the
2nd reading for the 2007 budget in the amount of $137,576. The motion was 2nd by
Councilman Robertson and passed 7-0.
#31 Superior Court
A motion was made by Councilman Robertson to strike the per diem (lines 12007
and 12008) from this budget. The motion was 2nd by Councilman Click and passed
7-0.
A motion was made by Councilman Click to approve the budget as amended in the
amount of $197,505 for the 2007 budget. The motion was 2nd by Councilman
Robertson and passed 7-0.
#8 Sheriff
A motion was made by Councilman Kendall to accept the Matrix pay plus the 2% pay
increase. Motion dies for a lack of a 2nd.
The Sheriff explained the $13 they receive for paper service. The Sheriff also
explained the Matrix and explained the recruiting of his officers being done by
the Indiana State Police. A motion was made by Councilman Click to strike the 2%
and to approve the 01 personal services of the Matrix for the Sheriff Department
as amended and give a raise of 2% to the process server and transcriptionist.
The motion was 2nd by Councilman Kendall and passed 5-1-1 (Councilman Click
opposed) (Councilman Robertson abstained.) The amount for that section is
$795,148
A motion was made to approve the budget as amended by Councilperson Mull in the
amount of $1,013,048. The motion was 2nd by Councilman Cook. The motion passed
5-1-1 (Click opposed, Robertson abstained).
#9B A motion to approve the 01 portion of the amended budget in the amount of
$524,849 was made by Councilperson Mull. The motion was 2nd by Councilman Cook
and passed 5-1-1. (Click opposed and Robertson abstained. A motion was made by
Councilman Robertson to approve the entire budget as amended in the amount of
$879,099. The motion was 2nd by Councilman York and passed 7-0.
#10 A motion to approve the budget as amended at $34,536 was made by Councilman
Click. The motion was 2nd by Councilman Kendall and passed 7-0.
#11 Continuing Education
A motion to approve the entire budget as presented in the amount of $3,500 was
made by Councilman York. The motion was 2nd by Councilperson Mull and passed
7-0.
#38 Extension Office
A request was made by Councilman Stephenson to reinstate the $1,000 in their
budget that was cut previously.
A motion was made by Councilman Robertson to approve the 01 portion budget as
amended at $46,067. The motion was 2nd by Councilperson Mull and passed 7-0.
A motion was made by Councilman Cook to add the $1,000 back into the supplies
budget. The motion was 2nd by Councilperson Mull and passed 6-1 (Robertson
against).
A motion to approve the budget as amended at $160,057 was made by Councilman
Click and 2nd by Councilperson Mull. The motion passed 6-1 with Councilman Cook
voting against.
#39 Plan Commission
Darrell Wooten asked for extra clerical money in the amount of $2,500. The
Council asked what that was for and Mr. Wooten said with the additional work
there is not enough time to do the filing and other duties needed. Councilman
Robertson moved to cut the extra clerical money and appoint Tammy to a 1st
deputy position. The motion was 2nd by Councilman Click and died with a vote of
3-4. Mull, Cook, Stephenson and York voted against.
A motion was made by Councilman Click to approve the budget as amended. The
motion was 2nd by Councilman Kendall and passed 7-0. The entire budget is
approved in the amount of $122,699.
#40 VSO
A motion was made by Councilman York to approve the budget in the amount of
$52,602 as amended. The motion was 2nd by Councilman Click and passed 7-0.
#41 EMA
A motion was made by Councilman Click to set the director’s salary at $29,421
and the assistant at $22,496. Councilman Click stated that some of these
salaries could change after the job study is completed. The motion is 2nd by
Councilman Kendall. The motion passed 6-1 with Councilman Robertson voting
against. A motion was made to approve the budget as amended in the 2nd reading
in the amount of $102,207. The motion was 2nd by Councilman York and passed 6-0.
Councilman Kendall was out of the room for this vote.
#42 LEPC
Councilman Click moves to approve the budget as presented on the 2nd reading in
the amount of $20,150. The motion is 2nd by Councilman York and passed 6-0.
Councilman Kendall was out of the room for this vote.
#45 Museum
Councilman York votes to approve the 01 portion of the budget in the amount of
$72,670 as amended. The motion was 2nd by Councilman Kendall and passed 7-0.
A motion was made to approve the remainder of the budget by Councilman
Robertson. The motion was 2nd by Councilman York and passed 7-0. The total
budget is $105,156.
#43 Weights & Measures
A motion was made by Councilman Click to approve the salary of the inspector in
the amount of $10,905 and the remainder of the budget as presented on the 2nd
reading. The motion was 2nd by Councilman Cook and passed 7-0. The total budget
is $14,800.
#44 Soil & Water
A motion was made by Councilman Cook to approve the salary portion of the budget
in the amount of $39,571 as amended. The motion was 2nd by Councilperson Mull
and passed 7-0. A motion to approve the 2nd reading of the budget as adopted at
$46,996 was made by Councilman Click. The motion was 2nd by Councilman Kendall
and passed 7-0.
#44A Soil & Water Conservation District
Councilman York moves to approve the entire budget in the amount of $5,000. The
motion was 2nd by Councilman Click and passed 7-0.
#48 Coroner
A motion was made by Councilman York to approve the entire budget in the amount
of $41,874. The motion was 2nd by Councilman Click and passed 7-0.
#51 LCC Drug Free Community
A motion to approve the budget for the 2nd reading in the amount of $66,000 was
made by Councilman Robertson. The motion was 2nd by Councilperson Mull. The
motion passed 7-0.
#30 Circuit Court
A motion to approve the entire budget as amended in the 2nd reading was made by
Councilman York. The motion is 2nd by Councilman Click. The motion passed 7-0.
The total amount of this budget is $212,196.
A motion was made by Councilman Click to approve the Cumulative Bridge and the
Cumulative Court
House rates the same as this year’s rates. The motion was 2nd by Councilman
Robertson and passed 7-0.
Councilman Robertson thanked those leaving service to the County for their hard
work. Councilman Stephenson said he has served for 20 years and thanked the
community for letting him serve them.
A motion to adjourn was made by Councilperson Mull. The motion was 2nd by
Councilman Robertson and passed 7-0.
