Commissioner Hawley called the meeting to order. Commissioner Deeds is absent.
MIAMIGO SUMMARY REPORT
David Quick brought the Board his 2007 summary report. It was noted that the
Federal Funds received was $144,000 and they spent $139, 000. There are other
monies that are received from Area 5 and Medicaid that are not listed on the
report. Commissioner Hawley asked for a detailed accounting of the funds
received for the year and total expenses. Mr. Quick will provide that next week.
He also said the $4,949 that was not spent will be released back to the original
funding source. Commissioner Boyer moved to sign the de-obligation of funds in
order to send back the money. The motion was 2nd by Commissioner Hawley and
passed 2-0.
MINUTES
Commissioner Boyer moved to accept the minutes. The motion was 2nd by
Commissioner Hawley and passed 2-0.
JUDGES CHAIR
The Board received a bill from DawCo Inc. for a new chair for Judge Spahr. A
motion to approve the purchase of the chair in the amount of $250 was made by
Commissioner Boyer with the direction to take the payment from Cumulative Court
House. The motion is 2nd by Commissioner Hawley and passed 2-0.
JAIL PROJECT DISCUSSION
The Board discussed the need of having a colored picture of what the jail is to
look like. Commissioner Hawley will contact RQAW concerning this. The Board
received a letter from Construction Control Inc. stating they have notified
Strom that the County is calling in their bid bond.
COUNTY ENGINEER UPDATE
Ken Einselen told the Board he was present for the field check on March 3, 2008
for the Rails to Trails. He said the there are still no drawings of their plans
for crossing County roads as the County has requested. The Board stressed to Mr.
Einselen that he be sure to tell them they are not allowed to stripe roads where
the Trails traffic crosses.
THERMOSTAT FROM SIEMANS
A motion to pay the Siemen’s bill for thermostats was made by Commissioner
Boyer. The motion was 2nd by Commissioner Hawley and passed 2-0. One thermostat
cost $129.36 and the other $70.45.
CONSTRUCTION CONTROL BLUEPRINTS
The Board received the bill for copies of blueprints of the jail project.
Commission Hawley reported that a new bill will be sent with the correct amounts
and removing the taxes.

IDEM NOTICE
The Board received a notice from IDEM for Jeff and Rachel Taylor regarding a
confined feeding operation and elimination system at 2710 North 700 East,
Logansport.
PURDUE CONTRACT FOR EXTENSION OFFICE
The Board reviewed the contract and Commissioner Boyer moved to sign the
agreement. The motion was 2nd by Commissioner Hawley and passed 2-0.
WABASH VALLEY RESTORATION ESTIMATES
The Board received estimates for painting the west wall from the ceiling to the
floor of the Circuit Court room. It is noted that there are some pictures that
Judge Spahr has moved and nails are exposed. Commissioner Hawley said he feels
the Court Rooms should be repainted due to the Centennial Celebration of the
Court House in October. The estimates also include painting from the ceiling to
the floor in the room the Judges removed book cases. The Board will review the
area and make a decision.
PERU UTILITIES
Roger Merriman told the Board the Utilities are in the process of amending the
availability ordinance at the April City Council meeting. The Board thanked him
for his report.
RECESS
The Board recessed to look at the Court room. A motion was made by Commissioner
Boyer to move forward with the proposals. The motion was 2nd by Commissioner
Hawley and passed 2-0.
PIPE CREEK TRUSTEE DENIAL/APPEAL
Sondra Stabler came to the Board to appeal a denial from the Pipe Creek Trustee
for help with her rent. She told the Board she had contacted every available
agency and money would be coming available but not right now. The Trustee is
Patricia Wade. The Board suggested she contact her landlord to give her an
extension for two weeks. The Board set a hearing for next Monday at 1:30 in the
afternoon. The Auditor will contact Mrs. Wade to attend.
HIGHWAY DEPARTMENT ISSUES
Sam Waltz told the Board the roads are showing distress and this will be a long
spring of patching roads.
The Board and Mr. Waltz discussed a tile on 900 South. No action taken.
Commissioner Hawley told Mr. Waltz that on the 24th Kay Stanton from RQAW will
be here concerning the Business 31 North Project. He is advised to be there to
discuss some of the issues.
PUBLIC HEALTH COORIDINATOR
David Grund told the Board he has not had a response from the person doing the
receivables nor from the State telling him if we are still eligible.

Mr. Grund also told the Board Lisa Lee from Umbaugh & Associates said to wait
until the Bond closing to record the deeds.
HIGHWAY ENGINEER
Ken Einselen brought a memo to Rails to Trails concerning the standards for
signage from the County for anyone on the county right of way and road
crossings. Commissioner Boyer moved to accept the guidelines to be presented to
Rails to Trails. The motion was 2nd by Commissioner Hawley and passed 2-0.
Mr. Hawley said that the Rails to Trails still had no drawings on signage at
their field check.
Mr. Hawley also said to emphasize NO painting stripes on County Roads. No
exceptions.
Commissioner Boyer moved to adjourn. The motion was 2nd by Commissioner Hawley
and passed 2-0.
