Chairman Hawley called the weekly meeting of the Board of Commissioners to order.

SMOKING ORDINANCE ISSUE
Mr. Wilson from the Smoking Cessation Coalition asked about the County Smoking Ordinance. The Commissioners told him that the County Attorney has the draft almost completed for their review.
Commissioner Hawley asked about the funding for Mr. Wilson’s position. Mr. Wilson explained that all the money is from the tobacco settlement funds. Commissioner Hawley asked if the County Health Department redirected the money would it do anything to his position. Mr. Wilson said it would cut the funding in half and he would not be able to hold this position part time.
No further action taken.

MINUTES
A motion was made by Commissioner Boyer to approve the minutes. The motion was 2nd by Commissioner Deeds and passed 2-0. Commissioner Hawley was absent for this vote.

HISTORICAL SOCIETY REQUEST
The Board received a request from the Miami County Historical Society to use the county parking lot and Court Street for a car show. The car show will be held on June 10, 2007 from 8:00 am to 4:00 pm. A motion to allow the use of County property requested was made by Commissioner Boyer. The motion was 2nd by Commissioner Hawley and passed 2-0. Commissioner Deeds was absent for this vote.

SPEED LIMIT ORDINANCE IN CONVERSE
Ken Einselen asked to Board to approve a speed limit of 30 MPH for 1st Street and 1100 East in Jackson Township. A motion to approve the Ordinance was made by Commissioner Boyer and 2nd by Commissioner Deeds. The motion passed 3-0.

CLAIMS
A motion was made by Commissioner Deeds to approve the claims. The motion was 2nd by Commissioner Boyer and passed 3-0.

RFQ REQUESTS
The Board reviewed the RFQ document sent by RQAW.
Commissioner Boyer moves to send out the RFQ’s as received to Shiel Sexton, Skillman and Construction Control. The motion was 2nd by Commissioner Deeds and passed 3-0.

IT ISSUES
John Powell asked the Board about having the County listed in the new phone book. The Board told him to have it placed under Miami County Court House in the government section.

Mr. Powell also discussed the computers in the Treasurer’s Office and one in the Auditor’s Office. After some discussion, a motion was made by Commissioner Deeds to replace the 4 computers. The motion was 2nd by Commissioner Boyer and passed 3-0.

PROBATION DEPARTMENT CARPET
The Board discussed the condition of the carpet in the Probation Department. A motion was made by Commissioner Boyer to replace the carpet. The motion was 2nd by Commissioner Deeds and passed 3-0.

HIGHWAY DEPARTMENT
Sam Waltz brought proposals from Bob Schwartz Ford, Paul Richard Chevrolet, Graham Ford and Erick’s Chevrolet.
The bids were as follows
Bob Schwartz $26,373
Paul Richards $28,627.51
Graham Ford $26,432.16
Erick’s Chevrolet $32,215.61

A motion was made by Commissioner Deeds to purchase the vehicle from Bob Schwartz at $26,373. The motion was 2nd by Commissioner Boyer and passed 3-0.

The Board and Mr. Waltz discussed the IVY Tech. parking lot. Phend & Brown has approached Mr. Waltz about using the millings from the West Main Project. The Board thought it was a good idea and instructed him to use what he feels is good.

Mr. Waltz told the Board that he has been approached by a business that would like to purchase the County property on 500 South and State Road 19. The County stock piles dirt on that sight. Mr. Waltz feels this property is an asset to the County and hopes the Board would not sell it if approached.

The Board and Mr. Waltz discussed Hidden Hills. There is mud coming up through the asphalt but Mr. Waltz said the County has never taken over that road for maintenance.

Ken Einselen brought to the Board attention that there is a parking issue on Shaw and Warhawk at the Estates at Eagles Pointe office. There is no parking on the side of the office. Mr. Einselen would like the curb painted yellow along that area to remind people not to park on that side of the street. If they park on both sides of Shaw there is no room for more than one vehicle to pass. The Board asked Mr. Einselen to contact Angie Bever about using some of her people from Community Corrections to paint the curb. There is also a question about painting turn lanes at that intersection. The pavement is wide and with no turn lanes there could be accidents occur. Mr. Einselen will find out what is required.

Mr. Einselen told the Board that Community Corrections would be striping the County parking lot on 5th Street on June 14, 2007.

A motion to adjourn was made by Commissioner Boyer. The motion was 2nd by Commissioner Deeds and passed 3-0.
