Chairman Hawley called the weekly meeting of the Board of Commissioners to
order.
SKILLMAN CORP. REPRESENTATIVE
Harry Denham stopped by the Commissioners room to find out what the Board had
decided about the jail project. Commissioner Deeds told him that RFQ’s have been
sent out. The next step it to hire an architectural firm. From there the Board
will decide what way to go. The Board will decide whether to go with a Clerk of
the Works or some other form of overseer for the project.
BOARD OF HEALTH ORDINANCE AMENDMENT
Ken Scott brought Ordinance 10-9-2000 for amendment. The change to be made is
lowering the fees from $50 to $25 to hook into existing systems. A motion was
made by Commissioner Deeds to amend the Ordinance to 10-9-2000A. This changes
Section 7 B to #6 (fees) and changes Section 9 and addition of item D. (fees).
Section 11D is also to be corrected to change the title of Sanitarian to Health
Environmental Specialist. Commissioner Deeds also added to the motion to amend
the Ordinance and date the original Ordinance 2-26-2007A. The motion was 2nd by
Commissioner Boyer and passed 3-0.
GIE NOTICES
The Board got 2 GIE notices, which they gave to County Attorney Grund for
review.
CLAIMS
Commissioner Boyer made a motion to approve the claims. The motion was 2nd by
Commissioner Deeds and passed 3-0.
CIRCUS CITY FESTIVAL REQUEST
The Board received a request from the Circus City Festival to sponsor the Circus
City parade. Since there is a request for funds the Board declined. They said it
is not appropriate to spend tax dollars on not for profit organizations.
MINUTES
A motion to approve the minutes was made by Commissioner Boyer. The motion was
2nd by Commissioner Deeds and passed 3-0.
BLAIR RIDGE SALE
Commissioner Deeds informed those in attendance that Blair Ridge has been sold.
Ridgeline Management Company is the new owner.
CEMETERY TRANSFER
David Grund brought the deed from Raymond E. Musselman Farms Inc. to the Board.
Mr. Grund had reviewed the documents and said he sees nothing wrong with them.
This deed transfers 0.156 Acre parcel in 25-28N-3E in Jefferson Township and is
a cemetery the Musselman Farms is turning over to the County for maintenance. It
is noted that the Mexico Lions club wants to maintain the cemetery but could not
until it is owned by the County. A motion was made by Commissioner Deeds to have
Commissioner Hawley sign the disclosure form and any other form necessary for
the transfer of this cemetery to the County. The motion was 2nd by Commissioner
Boyer and passed 3-0.
AMERICAN STRUCTUREPOINT INC.
Chris Murphy, Zack Wolf and Joe Fragomeni Jr. brought their report for the geo
tech work on Business 31. There were a dozen borings and they gave a pavement
analysis. The northern portion of the road would be patched and overlaid from
Airport Road to West River Road. The south end would be the more in depth
project because that stretch of road is more deteriorated. The project total
estimated cost is $4,042,480.86. Highway Supervisor Sam Waltz asked if there
would be asphalt shoulders on the entire project. Mr. Murphy told him there
would be. The County match would be around $810,000. $400,000 would be needed
this year and construction would begin next year. The Board will discuss the
project with Sam Waltz and Ken Einselen. Sam Waltz asked if closing Moye road
would help the cost because the use of that road is optional. The highway
department will look at how to help residents with the areas of the subdivision
that may need some road work. Commissioner Deeds said he would like to have the
funding on paper so they can make a decision. The Board said they would get
together before next week with Sam Waltz to assess the funding issue.
EMA REPORT
Mike Peconga told the Board that due to the ice the County had limited power
outages. He said the highway department and utility companies did a fantastic
job correcting the problems with ice and outages.
PROBATION RENNOVATIONS
Susan Rice brought a proposal for renovations to the foyer of the Annex building
and door changes to their offices. Commissioner Hawley said he sees no issues
and that he feels it is a good project and adds to the security of their
building. A motion was made by Commissioner Boyer to give permission to the
Probation Department to do this work. The motion was 2nd by Commissioner Deeds
and passed 3-0.
ORDINANCE ON PARKING AT THE ESTATES AT EAGLES POINTE
Commissioner Hawley said he will discuss this Ordinance with Judge Banina. The
Board feels the Ordinance is very clear in its intent.
PURDUE CONTRACTUAL AGREEMENT
Miami County and Purdue’s contract for educators was sent to the Board to sign.
A motion was made by Commissioner Deeds to allow Commissioner Hawley to sign the
contract for the 3 educators. The motion was 2nd by Commissioner Boyer and
passed 3-0.
WABASH VALLEY RESTORATION
Commissioner Deeds moved to have Wabash Valley Restorations paint the rotunda
ceiling of the Court House. The motion was 2nd by Commissioner Boyer and passed
3-0.

ATLAS CLEANING SERVICES
The Board discussed the cleaning of paint from the rotunda by Atlas and the
re-waxing of the floors. After some discussion a motion to table this until the
rotunda ceiling is painted was made by Commissioner Boyer. The motion was 2nd by
Commissioner Deeds and passed 3-0.
A motion to adjourn was made by Commissioner Boyer. The motion was 2nd by
Commissioner Deeds and passed 3-0.
