MIAMI COUNTY COMMISSIONERS

SEPTEMBER 10, 2007

Commissioner Hawley called the weekly meeting of the Board of Commissioners to order.

DEER CREEK ESTATES CONCERN
Chris Russ asked the Board about passing an Ordinance concerning parked Semi’s. The Board directed him to the Planning and Zoning Office. They explained to him that there could be some County Ordinances already on the books about subdivision rules. The Board took no action.

MINUTES
A motion was made by Commissioner Deeds to approve the minutes. The motion was 2nd by Commissioner Boyer and passed 3-0.

COMMISSIONER CONTRACT SERVICES DISCUSSED
The Board discussed their contract services and the consensus was to bid out some of their contracts next month and re new them yearly in January.

ELEVATOR SERVICE
The Board received a bid for fixing the elevator in the Court House to get it up to code. The bid was for $95,860 and the elevator would be down for 6 weeks.

COURT HOUSE REST ROOM
The Board was told the refurbishing of the ladies 2nd floor rest room is going to cost more than the estimate. When the stall walls were removed the sheet of marble on the back wall fell and broke. (No one was injured but one worker barely got clear of the falling marble.)

COURT HOUSE ROOF
Commissioner Hawley informed the Board the roof is leaking again. He has a call in to Carlisle to have it looked at again.

SCHOOL BUS STOP SIGN/NORTH MIAMI
The Board received a request from the North Miami Community School Corporation requesting a school bus stop sign at residence 12541 North 100 West near Birmingham Road. Commissioner Boyer said when a school requests a sign we should act upon it immediately and not do a “traffic study”. A motion to give this to Sam Waltz to place the sign was made by Commissioner Boyer. The motion was 2nd by Commissioner Hawley and passed 3-0.

COURT HOUSE CENTENNIAL
Commissioner Deeds went to see what date the Court House would turn 100. According to him there are two dates. The corner stone says October 1908 but the dedication on the rotunda wall is December 31, 1910. No action taken.

PROPOSAL FROM CUSTOMIZED POWER SERVICES
The Board received a proposal for maintenance of two generators. One generator was at EMA and one at 9-1-1.

CONSTRUCTION CONTROL INC.
The Board reviewed the corrected contract with Construction Control Inc. for the Jail Project. A motion was made by Commissioner Boyer to sign the contract as corrected. The motion was 2nd by Commissioner Deeds and passed 3-0.

WABASH VALLEY RESTORATION CLAIMS
The Board received 3 claims from Wabash Valley Restoration. The amounts are $1,960.00, $4,725.00 and $8,355.00. A motion to pay the claims for the work on the Annex building was made by Commissioner Boyer. The motion was 2nd by Commissioner Deeds and passed 3-0. Commissioner Boyer remarked how nice the building looks after the work.

CLAIMS
A motion was made by Commissioner Deeds to pay the claims with the exception of one that appears to be a duplicate. The motion was 2nd by Commissioner Boyer and passed 3-0.

IT ISSUES
John Powell told the Board that 2 ½ years ago he bought new ups units and for a time we had extra lying around. As of now some of those in use need attention. The Board told him to purchase them as needed out of Court House maintenance.

Mr. Powell also asked about setting up an e bay account to sell some of the old memory we have lying around that we cannot use. The Board told him to compile a list of what he would like to sell and they would sign off on it allowing this occur in order to recuperate some of the cost for the items.

Mr. Powell and the Board also discussed the lap tops the EMA has acquired and where they will be best utilized.

HOLIDAYS
Commissioner Deeds moved to approve the holiday schedule as amended. It is noted that Columbus Day would be deleted from next year’s list of holidays for the County since this will be an election year. The motion was 2nd by Commissioner Boyer and passed 3-0.

CEMENT WORK AROUND THE COURT HOUSE
The Board received two bids for work at the Court House.
CCI- east sidewalk and curb $7,650, west sidewalk and patched $2,250.
TT&T east sidewalk and curb $7,353.50, west side walk and patching $600.

A motion was made by Commissioner Deeds to approve the bid from TT&T. The motion was 2nd by Commissioner Deeds and passed 3-0. A motion was made to have TT&T cut the curb for handicapped while doing the work. The Board said they would ask Ken Einselen to design and supervise the job.

ANIMAL CONTROL VEHICLE
The Board discussed the hail damage to the Animal Control truck. It was decided that the deductible was going to be more than the damage done and the money would be better spent on the Animal Control Officer purchasing new tires for the vehicle.

INTERIM HEALTH OFFICER
Dr. Rafik Farag introduced himself to the Board as the interim Health Officer until the Board can act. Dr. Stalker resigned last week from the position. Dr. Farag told the Board he has a request, the new Registrar needs another key for the office. The Board said they would get her one as soon as their meeting was over.

ICE MILLER
Commissioner Hawley told the Board he is trying to make contact with Lisa Lee from Ice Miller to get the proposed time tables for the Jail Project. No action taken.

HIGHWAY ISSUES
Mr. Waltz said the Highway department is grading in South County. He also said millings from the west Main Street Project with be available for the IVY Tech Parking Lot. He laid out his plan and will work on the lot as decided.

The Board and Mr. Waltz discussed concerns brought to them by Don Gutbrod who lives on Business 31 South. The issue is the Sycamore trees along the County right of way. He wants some additional trimming done after the City Utilities trimmed around wires.

Rails to Trails which is on 100 west by the Drag Strip issue is not resolved. The County needs a memo of understanding or something to use the right of way. No action taken at this time.

SHERIFF ROLAND
The Sheriff brought his weekly jail report of maintenance to the Board.

DRAINAGE BOARD
Steve McAuliffe brought the minutes from the Drainage Board to allow the Auditor to borrow from funds available to support County General.

ORDINANCE FOR THE CLERK
A motion was made by Commissioner Boyer to sign the Ordinance allowing the Clerk to accept payments by Credit Cards, Debit Cards and checks. The motion was 2nd by Commissioner Deeds and passed 3-0.

A motion to adjourn was made by Commissioner Deeds and 2nd by Commissioner Boyer. The motion passed 3-0.
