Commissioner Hawley opened the meeting of the Board.

HEALTH DEPARTMENT
Trudy Reese was going to speak to the Board about their requirements for the NIMS Training but she was unable to attend.

SIGNAGE ISSUE
The Board received a letter from Linda Sutton concerning children playing sign. The Board had already addressed this issue with Ken Einselen and decided to place another type of warning sign in that area of Deedsville.

VFW REQUEST
Representatives from the VFW asked the Board’s permission to use the back of the Court House and Court Street on September 8, 2007 at 6:00 pm for a solemn ceremony for POW’s and MIA’s. This is a candle light ceremony and there will be speakers from around the State. There are 17 Counties represented. A motion to give permission to use Court Street and the Court House and any electricity needed was made by Commissioner Boyer. The motion was 2nd by Commissioner Deeds and passed 3-0.

EMA UPDATE
Mike Peconga gave the Board an update on the District Planning Council. He said he will be attending an exercise on March 7, 8, and 9th. This is at the State facility.

He also said there is a scheduled meeting on August 28th in Auburn that he will be attending.

Mr. Peconga said the District has received $150,000 for exercises and this is not enough to cover the cost. The scope planned will most likely be downsized.

Mr. Peconga also said the Fire Council has appointed members to the Training Council.

LETTER TO EDITOR RECEIVED
The Board received a letter to the Editor concerning property taxes. They will discuss this with the County Attorney to decide whether to answer the letter or not.

PAYROLL
Commissioner Boyer moved to approve the payroll. The motion was 2nd by Commissioner Deeds and passed 3-0.

SNOW REMOVAL BROCHURE
The Board received information concerning snow removal equipment. They will pass this on to Sam Waltz to review.

WORK FORCE DEVELOPMENT
Commissioner Boyer said Bonnie Brown approached him from Work Force Development concerning placing employees in the County. They try to find jobs for people 55 and over. These positions are part time and paid minimum wage. The Board said they would keep this in mind.

MINUTES
Commissioner Boyer moved to approve the minutes. The motion was 2nd by Commissioner Deeds and passed 3-0.

DLZ SEMINAR
The Board received information on a seminar that DLZ is holding on jail management. No action taken.

SIDEWALKS
Commissioner Boyer stated that the Board has to make sure we are using the right products on the sidewalks to remove snow. He said the salt we are using is damaging the sidewalks.

JAIL GENERATORS
The Board discussed the generator quotes they have received. Commissioner Deeds contacted Peru Utilities to find out what size generator the Court House would need. They are not purchasing one for the Court House, but if they were to move the new one at the jail after the new jail is built; they would like it to be large enough to work for the Court House.

After some discussion, a motion was made by Commissioner Boyer to purchase the generator from Customized Power Services. The motion was 2nd by Commissioner Deeds and passed 3-0. A motion was made by Commissioner Deeds to allow Commissioner Hawley to sign the contract with Customized Power Services. The motion was 2nd by Commissioner Boyer and passed 3-0.

HEALTH DEPARTMENT
Diane McNeely, the Health Registrar brought an Ordinance to the Board for adoption. This Ordinance is to raise the fees for birth and death certificates from $2 to $10. The Board of Health has approved this fee adjustment. A motion to sign the Ordinance was made by Commissioner Deeds. The motion was 2nd by Commissioner Boyer and passed 3-0.

The Board said the effective date will be September 1, 2007.

CONSTRUCTION CONTROL INC CONTRACT
After reviewing the contract a motion was made by Commissioner Deeds to give the contract to David Grund to review. The motion was 2nd by Commissioner Boyer and passed 3-0.

OLE OLSON REQUEST
Debbie Mullikin and Judge Rosemary Burke asked the Board’s permission to allow Ole Olson to use the Circuit Court Room for a production. Mrs. Mullikin said Ole Olson would pay any expenses incurred by this. There could be a need for security or the use of the space. It is noted that the same play had been performed in the same courtroom 10 years ago. A motion to allow was made by Commissioner Deeds. The motion was 2nd by Commissioner Boyer and passed 3-0.

HIGHWAY ISSUES
Ken Einselen brought information on County Road 675 East. This was a construction activity report.

OFF ROAD VEHICLE ORDINANCE
County Attorney David Grund brought the County Ordinance for off road vehicles for review and adoption. This Ordinance amends the Ordinance of 10-28-1996. A motion to approve and adopt the Ordinance was made by Commissioner Deeds. The motion was 2nd by Commissioner Boyer and passed 3-0.
Copies of the Ordinance will be forwarded to the Sheriff, the DNR and the Indiana State Police.

WABASH RIVER HERITAGE COMMISSION
Ken Einselen told the Board that there will be an auction of art of local interest in Carmel. The newspaper will run the web site so local patrons may look at the art to be auctioned.

A motion to adjourn was made by Commissioner Deeds. The motion was 2nd by Commissioner Boyer and passed 3-0.
