Commissioner Hawley opened the weekly meeting of the Board of Commissioners. Commissioner Deeds is on vacation.

MINUTES
Commissioner Boyer moved to approve the minutes. The motion was 2nd by Commissioner Hawley and passed 2-0.

FOOD ORDINANCE
Carol Biddle brought her draft of the Food Ordinance and asked if David Grund had brought the final draft to the Board for approval and adoption. The Board had received the draft and informed Mrs. Biddle that Mr. Grund made several changes to her document and asked her to review it. The Board also asked that the Health Board review the document before the Commissioners sign it.

JAIL COMMITTEE MEETING MINUTES
The Board received the minutes from the Jail Committee. No action needed.

DOWNEY INSURANCE LETTERS/ SHERIFF AND HIGHWAY
The Board received a copy of the letters written to Sam Waltz and Sheriff Roland concerning the tours that were given to the insurance carrier on June 28, 2007. The letter listed compliments and recommendations to improve conditions. No action needed.

WABASH RIVER HERITAGE CORRIDOR MEETING
The Board received the minutes from the last meeting and information concerning the next meeting, which will be on July 11, 2007. Ken Einselen will attend this meeting on behalf of Miami County.

MEXICO RSD GRANT APPLICATION
The Board was given the list of information requested by the grant applicator for the Mexico RSD. Because the information requested is so vast concerning the County’s financial status the Board will wait and have David Grund review the request. It is noted that when the Board agreed to be the lead entity; they were under the impression that it was only to run the grant money through the County. This request goes far beyond what they had expected.

SRI CONTRACT FOR PROPERTY SALES
The Board and Debbie Cunningham discussed the SRI fees. After the Board had a clearer understanding of how those fees are collected a motion was made by Commissioner Boyer to accept the contracts and get this rolling. The motion was 2nd by Commissioner Hawley and passed 2-0.

HIGHWAY ISSUES
Sam Waltz told the Board that on Thursday the supply line to the toilet in the office broke. Everything is wet except for 1/3 of Colleen Click’s office. They will be looking at how to replace the flooring once everything is dried out.

Mr. Waltz said he is expecting to do 60 miles of chip and seal. With the cost of oil and the cut in funding this is all the County can do this year.

The Board and Ken Einselen discussed several sign requests. One is a “children playing” sign request in Deedsville and one is to warn motorists that there is a blind child in the area.

HEALTH ENVIRONMENTAL/FOOD SERVICES
Carol Biddle and Ken Scott brought back the Ordinance after reviewing it. It was determined that the wrong template was used to make the corrections and they will e mail the correct template to David Grund’s office for the corrections to be made.

INFORMATION RECEIVED

The Board received a notice from the State Department of Local Government Finance concerning workshops. No action taken.

IDEM Notice.
The Board received a notice concerning spills or over fills. No action needed. This is just to let the Board know that any spill over 25 gallons will have to be advertised in the newspaper.

RQAW CLAIM
A motion was made by Commissioner Boyer to pay the claim out of the $250,000 line in cumulative bridge for the jail project. The motion was 2nd by Commissioner Hawley and passed 2-0.

EMA ADVISORY BOARD BY LAWS
The Board reviewed the By Laws presented by Mr. Peconga. A motion was made by Commissioner Boyer to sign the By Laws. The motion was 2nd by Commissioner Hawley and passed 2-0.

SIGNAGE ISSUE DISCUSSED
Ken Einselen and the Board discussed a sign in Deedsville reflecting children in the area or some appropriate signage warning of children being around. After some discussion a motion was made by Commissioner Boyer to place 2 signs warning of children at the area of Washington Street and 1000 North in Deedsville. The motion was 2nd by Commissioner Hawley and passed 2-0.

NICKLE PLATE TRAIL RIGHT OF WAY
The Board and Mr. Einselen talked about the trimming of the shrubs along the right of way. No further action taken.

Commissioner Boyer made a motion to adjourn. The motion was 2nd by Commissioner Hawley and passed 2-0.
