MIAMI COUNTY BOARD OF COMMISSIONERS

JULY 10, 2006

Chairman Hawley called the weekly meeting of the Board to order.

PERU/MIAMI COUNTY LIBRARY
Members from the Library came before the Board of Commissioners to ask for extra money to be budgeted for the Library for 2007. The amount of money budgeted for the Library was $70,000.00 this year and they would like it to be raised to &78,000.00. The Library is getting computerized and general maintenance has increased. The Board told them they will take this into consideration when doing their budget.

SIREN ON TOP OF COURTHOUSE
Commissioner Hawley had a conversation with Bill Raber, Chief of Police, regarding the working status of the siren. It was checked out and in working order. The Commissioners had 2 estimates on hooking that siren in with the others. Chief Raber will be taking the estimates to the City to request the City share the cost. Commissioner Boyer made a motion to do our part. Jim Comerford, 9-1-1, was called and asked to come over and look at the estimates. Mr. Comerford recommended the estimate for $985.00 as long as they can guarantee that it will issue a 3 minute siren every 5 minutes. Commissioner Boyer amended his motion to do our part as long as it meets with the specifications. Commissioner Deeds 2nd the motion and it passed 3-0.

MINUTES
Commissioner Boyer moved to approve the minutes and it was 2nd by Commissioner Deeds. The motion passed 3-0.

NRCS AMENDMENT
Commissioner Deeds moves to accept the amendment from NRCS. The motion was 2nd by Commissioner Boyer and passed 3-0.

IDEM NOTICES
The Commissioners received the following IDEM notices:
-Scott & Cathy Exmeyer for a Concentrated Animal Feeding Operation
-Michael and Vicki Musselman for a Concentrated Animal Feeding Operation

BLISS MCKNIGHT
The Commissioners received certificates for the Deputies who attended Jail training.

BIDS FOR BRIDGE #28
The Board opened the bids for the bridge 28 project. The bids were from:
BFS
GRW
STRAND
CMT
USI CONSULTANTS
BOLLINGER, LACH AND ASSOCIATES
Mr. Einselen informed the Board that all the bidders were in compliance with what was asked for.
Commissioner Deeds made a motion to take them under advisement with Ken Einselen to review and make a recommendation. Commissioner Boyer 2nd the motion and it passed 3-0.

COUNTY ATTORNEY
Mr. Grund informed the Board that he is still working on the Airport issue.
Mr. Grund also informed the Board that he had a problem with the Manatron contract as far as the wording regarding responsibility. He spoke with John Powell, IT Director, and asked him to make the provision mutual or take it out.

EMA
Mike Peconga, EMA informed the Board that he will be meeting with the State to work on all grants.
EMA is working with Grissom this week on an exercise.
Mr. Peconga is hoping to start working on the ID cards next week.
Commissioner Hawley complimented the EMA on the work they did in Denver during and after the storm went through. He received some compliments from the Public.

HIGHWAY
Commissioner Hawley also complimented the Highway Department. He also received compliments from the public on the work the Highway did in Denver.

Sam is checking in to a fallen Oak tree to see about using it for the Denniston Bridge.

YMCA RURAL TRANSIT
Dave Quick brought in a voucher for the Commissioners to sign. Commissioner Deeds made a motion to sign the voucher. Commissioner Boyer 2nd the motion and it passed 3-0.

CITIZEN ON TAX EXEMPTIONS
Brian Davis came before the Commissioners with a problem he is having with the exemptions on his home. He told the Commissioners that when he bought his home several years ago he was sure he had filed for his mortgage and Homestead exemptions. His exemptions fell off and his taxes increased a large amount. He owns a business here in Miami County, a home and several rental properties. Mr. Davis said that he had filed for his exemptions when he bought the home. The Deputy Auditor explained that when you file an exemption and all he needed to do was find his receipt and the Auditor’s office would fix it.

PTABOA BOARD
Nancy Gates, Assessor, spoke with the Board regarding the pay for PTABOA Board. The PTABOA Board receives $53 a day and has for quite a few years. Nancy would like to see that raised to maybe $60 a day. The Commissioners will look at the amount they appropriate in their budget for the PTABOA Board.

A motion to adjourn was made by Commissioner Boyer. The motion was 2nd by Commissioner Deeds and passed 3-0.
