Chairman Hawley called the weekly meeting of the Board to order.
JAIL REPORT
Sheriff Roland gave the Board his weekly report on the jail.
TRUSTEE ISSUE/DEER CREEK TOWNSHIP
Amanda Gagle appealed to the Board for assistance with her electric bill. If she
does not get assistance today her electricity will be shut off. She owes
$159.40. After discussing the issue and hearing from the Deer Creek Township
Trustee the Board of Commissioners recommended that the Trustee pay her bill in
the amount of $159.40. Commissioner Boyer said the lady had attempted to pay the
bill but fell short. Given this fact he feels she is worthy to assist.
Commissioners Deeds and Hawley agreed. A motion was made by Commissioner Boyer
to have the Trustee issue a check in the amount of $159.40 to the Utility
Company. The motion was 2nd by Commissioner Deeds and passed 3-0.
The Trustee said he would follow procedures and pay the bill.
RANKIN CEMETERY
The trustee in charge of the Rankin Cemetery informed the Board that she is
lacking burial records from 1976 through 1995. She has requested the books for
those years and was told they would be turned over to her, but it has not
happened. She was asked to return with a list of the information she feels she
is missing and the Board will have David Grund write a letter to ask that the
books be turned over to the current Trustee.
IDEM NOTICES
The Board received the following IDEM notices.
1. Morris Farms, Inc-confined feeding operations
2. Milton R. Ash – confined feeding operations
3. Mrs. Nina Musselman- confined feeding operations
4. Don & Edward L. Willson- confined feeding operations
5. Harold Wilson- confined feeding operations
6. Shannon & Amy Floor –same
7. Scott Exmeyer Farm- same
DAVID GRUND/LEGAL ISSUES
Mr. Grund was told about the situation with the Rankin Cemetery. He said once he
gets the list of what is missing he will send a letter requesting those items.
Mr. Grund said he is still researching the airport issues.
Mr. Grund will speak with John Powell concerning a Manatron agreement.
PERU PUBLIC LIBRARY REQUEST FOR A MEETING
The Library requested a meeting for next week with the Board of Commissioners.
MANATRON/GIS AUTHORIZATION
The Board received a request from Manatron to authorize the use of the County’s
GIS system for voter registration. A motion to allow was made by Commissioner
Deeds. The motion was 2nd by Commissioner Boyer and passed 3-0.
MAXIMUS
A motion was made by Commissioner Deeds to sign the amended contract with
Maximus for one year. The motion was 2nd by Commissioner Boyer. The motion
passed 3-0.
HIGHWAY
Sam Waltz brought the 144’s before the Board requesting a 5% pay increase for
the 2007 budget.
Mr. Waltz told the Board of the damage in the Denver area and what assistance
the Highway Department gave in the clean up efforts.
Commissioner Boyer said he received a call praising the Highway Department for
their quick response.
BLAIR PIKE NO PARKING SIGNS
Mr. Waltz told the Board that the “no parking” signs on Blair Pike were put up
on Thursday.
KEN EINSELEN
Mr. Einselen told the Board that he would be attending a meeting in Marion
concerning State Highway 124.
PAYROLL/CLAIMS
A motion was made by Commissioner Boyer to approve the payroll and claims
docket. The motion was 2nd by Commissioner Hawley. The motion passed 2-0 due to
the absence of Commissioner Deeds for this vote.
MORE HIGHWAY ISSUES
The Board briefly discussed a request for an additional pay increase for Sam
Waltz. No action was taken.
Mr. Waltz said there is a very large tree in Big Pipe Creek. He questioned
whether some drainage money could be used to help clear the tree and it was
decided that it would come out of the Highway’s. Mr. Einselen told the Board
there is a Triathlon scheduled on 9-9-06.

COUNTY ROAD 675 PROJECT
Ken Einselen brought a claim for reimbursement for Preliminary Engineering to
the Board for signing on the 675 East project. This is claim number 25. A motion
was made by Commissioner Deeds to allow Commissioner Hawley to sign the claim.
The motion was 2nd by Commissioner Boyer and passed 3-0.
WABASH RIVER HERITAGE CORRIDOR
Ken Einselen will be attending a meeting in Huntington next week for the Wabash
River Heritage Corridor.
Mr. Einselen also brought some information on vehicles for the Board to review.
He feels he needs his truck replaced due to high mileage. He asked it be placed
in the 2007 budget for the Highway Department.
Commissioner Deeds moved to take it under advisement until they review the
Highway budget. The motion was 2nd by Commissioner Boyer and passed 3-0.
JAIL DISCUSSION
Commissioner Boyer said the Board was going to have to address the jail. It is
time to act and get a Financial Consultant on Board. A motion was made by
Commissioner Boyer to send out RFQ (Request for Qualifications). The motion was
2nd by Commissioner Deeds and passed 3-0.
COURT HOUSE ROOF
Commissioner Boyer moved to allow Commissioner Hawley to inspect the Court House
roof to see if any leakage has occurred. He also has permission to send back the
form after his inspection. The motion was 2nd by Commissioner Deeds and passed
3-0.
MINUTES
A motion was made by Commissioner Boyer to approve the minutes. The motion was
2nd by Commissioner Deeds and passed 3-0.
A motion to adjourn was made by Commissioner Boyer. The motion was 2nd by
Commissioner Deeds and passed 3-0.
